The following TOWN OF YORK, ANIMAL CONTROL ORDINANCE: SECTION 4 - CONTROL OF DOGS defines the law which Spring Pond Estates residents must follow:
"When off the premises of the owner, a dog shall be on a leash AND under control of a person responsible for the dog's behavior, except as follows:
1. DOGS AT USE DURING HUNTING
2. DOGS USED FOR LAW ENFORCEMENT
3. SERVICE DOGS
4. DOGS ON PRIVATE PROPERTY WITH THAT PROPERTY OWNER'S PERMISSION TO BE UNLEASHED WHILE WITHIN VOICE CONTROL or
5. DOGS AT PUBLIC BEACHES IN ACCORDANCE WITH SECTION 10
THE OWNER OF ANY DOG FOUND IN VIOLATION OF THE ABOVE PROVISIONS SHALL BE SUBJECT TO THE CIVIL PENALTIES PROVIDED IN THIS ORDINANCE."

July Board Meeting Minutes
Spring Pond Estates Homeowners Association
Monthly Board Meeting
July 8, 2019
President Rainforth called the meeting to order at 6:25 PM with all Board Members in attendance.
Secretary's Report
Recording Secretary Rotsko’s June minutes were accepted as written. Board Member Sally Hudgins made a motion to accept the minutes, seconded by Vice President Sally LeMon. Motion passed (Recording Secretary minutes on file).
Treasurer's Report
Treasurer Strazzere noted there was an additional item included in his report concerning the HVAC unit at the Community Center in which he explained the York Water District bill was paid in June rather than in July. Board Member Sally Hudgins made a motion to accept the report, seconded by Board Member Jane Laughton (Treasurer report on file)
By-Laws Committee
By Laws Committee Chairperson, Sally Hudgins reported the By Laws Committee will be meeting in September.
Landscaping Committee
Landscaping Committee Chairperson, Sally LeMon noted the June 25th committee meeting was postponed to a later date. Board Member Jane Laughton reported that the overgrown weeds in her back yard need to be addressed by Patten Landscaping. Lee Page also mentioned the need to maintain the area around the Community Center (Report on file).
Maintenance Committee
Maintenance Committee Chairperson Lee Page reported he is still seeking a permanent solution to the light post problem on Styles Lane. He also discussed his plan to repair the cracks along the complex roadways and the community center parking lot.
Board Member Sally Hudgins reiterated the question that was brought up at the annual meeting concerning a request to resurface an individual driveway. It was suggested at that time by former
Vice President Kaplan that the homeowner submits the request to the Board for approval. Board Member Hudgins was also in agreement to address the Board first (See June 11th Annual minutes under Homeowner’s Input).
Long-Range Planning Committee
Long-Range Planning Chairperson Strazzere noted the July committee meeting report will be
submitted at the next Board meeting in August.
Old Business
Under Old Business, President Rainforth reported Treasurer Strazzere brought to her attention a section of the Town of York Animal Control Ordinance that specifically addressed the dog leash issue which was discussed at the June 21st Special Board Meeting. She noted that a copy of the ordinance will be given to Bob Stewart and will be posted at the Community Center
President Rainforth also reported that she has contacted John Patten concerning the dragon fly
distribution noting that, at this point in time, it does not appear to be helping control the mosquito problem.
New Business
Under New Business, Treasurer Strazzere suggested contacting D. F. Richard regarding the Community Center to see if it would be possible to pay the propane charges in advance thus receiving the ten cents prepay discount. A motion was made by Vice President LeMon, seconded by Board Member Jane Laughton to have Treasurer Strazzere research the possibility and proceed if it would be advantageous to the Association. Motion passed.
There was also some discussion concerning the barking dog issue. It was the consensus of the Board that there did seem to be some improvement. Treasurer Strazzere suggested the subject be revisited at the next Board meeting in August.
Motion to adjourn made by Treasurer Strazzere, seconded by Vice President LeMon. Motion passed. Meeting adjourned at 7:00 PM.
