October Board Meeting Minutes

Spring Pond Estates Homeowners Association
Monthly Meeting

OCTOBER 14, 2019

President Gerry Rainforth called the meeting to order at 6:30 PM with all Board members in attendance.

Recording Secretary El Rotsko presented a three-item addendum to the September 12th minutes. A motion to accept the minutes and addendums was made by Sally Hudgins and seconded by Joe Strazzere. Motion passed (Minutes and Addendums on file).

Treasurer Joe Strazzere reported the expenses for September were below budget and that the landscaping expense was $1100 below budget as well. He also noted that the York Water District has announced the rates for next year will be increased 5.9%, effective January 1, 2020.  A motion to accept the Treasurer’s report was made by Sally Hudgins, seconded by Sally LeMon. Motion passed (Report on file).

Architecture Committee Chairperson Sally LeMon submitted a request to the Board from 6 Ruch Lane for permission to increase the width of their existing driveway. The request was passed unanimously.

By-Laws Committee Chairperson Sally Hudgins referenced a section of the By-Law Declaration pertaining to homeowner’s insurance stating any changes regarding individual policies would require a written notification to the Association. She also noted that the By-Law committee would be meeting in two weeks.

Landscaping Committee Chairperson Sally LeMon reported that Patten Lawn Care Services will be winding down for the season and that the final fall clean-up will begin once the last of the leaves have fallen.

Maintenance Committee Chairperson Lee Page reported that J&L Electric has installed an additional sensor light to enhance night time visibility along the parking lot of the Community Center. He also noted that the light bulbs at the center have been replaced with LED bulbs. Lastly, he was happy to report he had located the connection box that controlled the sensor light post along the Styles Lane entrance enabling him to make the necessary adjustments needed to resolve the lighting problem.

Long-Range Planning Committee Chairperson Joe Strazzere reported that the committee held its initial meeting on October 14th.  Jane Laughton and Bill Bannister were also in attendance at which time a list of potential projects was compiled. At the next meeting the committee plans to choose some of the higher priority projects from said list and will begin compiling estimates from the appropriate vendors (Report on file).

Under Old Business President Rainforth reported she had been in discussions with D. F. Richard concerning the heating system (air handler) located at the Community Center. She also reiterated
who is responsible for servicing the system by resubmitting a proposal that was approved by the Board on December 12, 2018 confirming it would be the responsibility of the Association to maintain the heating system located at the Community Center. (Letter on file).

She also referred to an e-mail she recently received from Beth & Diane Kaplan stating how appreciative they were regarding the fair and professional way the Board had handled their barking dog(s) issue.

Under New Business President Rainforth reported that the homeowners located at 23 Spring Pond Circle had asked about who should be responsible for repairing or replacing one of the pole supports to their porch roof in the front of their home. After some discussion the Board determined that is was the responsibility of the homeowner to make the necessary repairs.

A motion to adjourn was made by Sally Hudgins, and seconded by Sally LeMon. Meeting was adjourned at 7:10 PM.

Monthly Board Meeting - Monday, October 14, 2019

Just a friendly reminder...


Monthly Board Meetings are held in the Community Center on the second Monday of each month at 6:30 PM.

The next meeting is Monday, October 14, 2019.

As always, all homeowners are welcomed to attend.

Proscape Fall Shutdown

Proscape will be draining and shutting down all irrigation systems on Thursday, October 24th, starting at 8:00 AM, and starting at 2 Spring Pond Circle.

If they need to enter your house or garage to do this, please make sure you are home, or that a neighbor can assist them.
