March Board Meeting Minutes
SPRING POND ESTATES HOMEOWNERS ASSOCIATION
MONTHLY BOARD OF DIRECTORS MEETING
MARCH 9, 2026
PRESIDENT - President Lee Page called the meeting to order at 6:30 PM. Board Member Deb Strazzere and Treasurer Joe Strazzere were absent. Board Member Frank McClellan was present via mobile. All other Officers and Board Members were in attendance.
President Page reported that we are still awaiting the final ruling pertaining to the complaint filed by Jeff Hudgins, Trustee for the 11 Ruch Lane Estate. The deadline for response is set for March 19th.
RECORDING SECRETARY - Vice President Pat Mirisola made a motion to accept the February 9th minutes as written, seconded by Board Member Bob Milbury. Motion passed unanimously with minutes on file for review.
TREASURER - President Page reviewed Treasurer Strazzere’s report stating the expenses for January were over budget due to the $5000 retainer payment made for legal work related to the Hudgins case. He noted the expenses for February will be over budget based on bills paid and received so far. A motion to accept the Treasurer’s reported as presented was made by Board Member Bob Milbury, seconded by Board Member Frank McClellan. Motion passed unanimously with the Treasurer’s Report on file for review.
BY-LAWS AND COVENANTS - Chairperson Pat Mirisola reported that the By-Laws Committee will be meeting in April discuss the need for including an amendment to better clarify the Association’s over 55 requirements.
LANDSCAPING - Chairperson Clay Feeter suggested the extensive snow storm expenses be prioritized ahead of any other repairs presently on the agenda.
MAINTENANCE - Chairperson Lee Page received a request to have Patten Landscaping Company repair a lamp post located at 9 Spring Pond Circle that had been damaged during clean-up from a previous snow storm. Chairperson Page noted, per Patten’s request, that he will contact JN Electric, Inc. and submit a quote to Patten for approval.
SOCIAL - As a reminder, it was noted that the next Community Center Coffee Hour is scheduled for Monday, March 16th at 10:00 AM and to BYOM (Bring your own mug). Also, to wear green in celebration of St. Patrick’s Day! (If you are so inclined).
SUNSHINE - Chairperson Paula Page continues to post her clever and creative monthly Association Members birthday notices at the Community Center.
OLD BUSINESS - President Page reported that the SPEHOA Insurance Policy will not cover any expenses that are incurred relating to the Hudgins complaint against the Spring Pond Estates Homeowner’s Association.
Board Member Bob Milbury made a motion to adjourn, seconded by Board Member Frank McClellan. Motion passed unanimously. Meeting was adjourned at 7:10 PM.

February Board Meeting Minutes
SPRING POND ESTATES HOMEOWNERS ASSOCIATION
MONTHLY BOARD MEETING MINUTES
FEBRUARY 9, 2026
PRESIDENT - Vice President Pat Mirisola called the meeting to order at 6:30 PM.
President Page and Board Member Frank McClellan were present via mobile with all other Officers and Board Members in attendance.
RECORDING SECRETARY - President Page made a motion to accept the January 12th minutes as written, seconded by Board Member Bob Milbury. Motion passed with minutes on file for review.
TREASURER’S REPORT - Treasurer Joe Strazzere reported that the expenses for January were over budget and that we paid $5,000 as a retainer for legal work related to the Hudgins case. He noted that expenses for February will be over budget based on bills paid and received so far. Lots of snow in January.
He reported that we transferred the budgeted $2,667 to our Reserve Account and that our Reserves continue to grow as planned, adding we remain in good shape financially. He also included a reminder that our monthly income from dues is now $10,200.
Treasurer Strazzere noted that although we are okay now, our checking account is lower than he would like it to be and that, depending on our expenses, it’s possible that we may need to delay transferring money to our Reserve Account in February, adding if it needs to happen, he will notify the Board.
A motion was made by Board Member Deb Strazzere to accept the Treasurer’s Report and was seconded by Board Member Bob Milbury. Motion passed with the Treasurer’s Report on file for review.
BY-LAWS AND COVENANTS - Chairperson Pat Mirisola reported that the By-Laws Committee will be meeting in April to review the current documents.
LANDSCAPING - Chairperson Clay Feeter reported that he will be notifying Patten of any plow damage and necessary sand removal.
SOCIAL - Chairperson Deb Strazzere reported that the next Community Center Coffee Hour is scheduled for Monday, February 16th @ 10:00 AM and asked that anyone planning on attending please sign the “sign-up sheet”.
SUNSHINE - Chairperson Paula Page will continue to post her creative monthly Association Member birthday notices at the Community Center.

January Board Meeting Minutes
SPRING POND ESTATES HOME OWNERS ASSOCIATION
MONTHLY BOARD MEETING MINUTES
JANUARY 12, 2026
PRESIDENT - President Lee Page called the meeting to order at 6:30 PM with Board Member Deb Strazzere and Treasurer Joe Strazzere absent. All other members and officers were in attendance.
President Page’s opening remarks were as follows: Welcome to the first monthly meeting of 2026 of the Board of Directors. Looks like we got January in December but the snow was just right for Christmas Holidays.
Before we get started on the regular monthly agenda, I would like to summarize the current situation concerning the sale of Sally Hudgins’s home at 11 Ruch Lane. Complete records of letters and emails are on file with the BOD minutes.
Sally’s home was sold on December 30, 2025.
In October and November, Jeffrey Hudgins, Trustee of the Estate emailed the Association letters asking SPEHOA to suspend the requirement to have an “over 55” owner or person physically living in the properly when “under 55” family members or friends were visiting. He requested legal review of our “Rules of the Road” and “Friendly Reminders” because he stated they violated Maine and Federal human rights and housing laws and because of the “over 55” requirements, he lost two sales.
Our emailed response letters cited the Town of York Ordinance for Elderly Congregate Housing under which SPE was originally developed and Association votes in 2008-09 approving these rules, and the 2024 By-Laws and Declarations.
He then threatened to file human rights complaints over these rules.
On December 8, 2025, Jeffrey Hudgins filed a formal complaint with the Maine Human Rights Commission claiming the Associations rules violated his rights.
The Human Rights Commission required a series of questions be answered within 21 days of the Complaint. The BOD prepared the answers countering his claim and submitted them as required.
On January 7, 2026 the MHRC investigator scheduled an Investigative Conference on January 28, 2026 via zoom call.
After receiving the initial complaint, we brought it to our lawyer, Mark Lawrence. Since it was the holidays and we had heard nothing back from him, we submitted our answers on December 28, 2025. Last week Mark Lawrence told us he does not handle this kind of case. We then searched for other lawyers who specialize in this kind of case. Tonight, at this meeting we should decide whether we need legal representation, and retain an attorney to help us prepare for the Investigative Conference.
President Page then made the following motion: I propose that the Board of Directors authorize me, in my capacity as President of the SPEHOA, to pursue the hiring of an attorney to represent the Association on this matter and to authorize an amount between $15.000 and $20,000 be made available to resolve the case, pending any early resolution in the investigative phase of the complaint resolution process. A motion to accept was made by Board Member Bob Milbury, seconded by Vice President Pat Mirisola. Motion passed unanimously.
RECORDING SECRETARY - President Page made a motion to accept the December 8, 2025 minutes as written. Motion was unanimously approved by the Board of Directors with minutes on file for review.
TREASURER - President Page made a motion to accept the January 12, 2026 Treasurer’s Report as submitted. Motion was unanimously approved by the Board of Directors with a detailed report on file for review.
BY-LAWS AND COVENANTS - Chairperson Pat Mirisola reported that the By-Laws Committee will be meeting to review current documents.
FINANCE - President Page noted he would be meeting with Board Member Frank McClellan this Spring in order to compile the annual in-house audit.
LONG RANGE PLANNING - President Page reported that the Committee will be meeting this Spring and will include addressing the possible need for future roof repairs within the SPE Community.
PLOWING - President Page noted that there seems to have been some improvement with the handling of snow and ice conditions during the past month.
SOCIAL - Chairperson Deb Strazzere asked that Association Members be reminded of the upcoming Coffee Hour Social scheduled for Monday, January 19th at 10:00 AM and to sign the “sign-up sheet” if you are planning to attend.
SUNSHINE - Chairperson Paula Page will continue to post monthly birthday notices of our Association Members.
WELCOMING COMMITTEE - Chairperson Pat Mirisola reported that the committee met with our new homeowners at 11 Ruch Lane, Melinda Hutchins and Liz Barrett who will be moving in permanently this coming March.
Board Member Bob Milbury made a motion to adjourn, seconded by Vice President Pat Mirisola. Motion passed and meeting was adjourned at 7:00 PM.
