December Board Meeting Minutes

Spring Pond Estates Homeowners Association Monthly Board Meeting
December 12, 2016

The monthly Board meeting was called to order by Sally LeMon, President. All members were present.

Secretaries report had been given previously to all Board members for their review. (Report on file) Motion to accept with no corrections was made by Gerry Rainforth and seconded by Beth Kaplan.
Passed 5-0

Treasurers report was presented by Anita Haskell. Treasurer..(report on file) Motion to accept was made by Beth Kaplan and seconded by Jane Laughton.

Architecture Committee
No new requests

By-Laws Committee
Beth Kaplan is finishing up the changes in the By-laws and would like to review them with the Board early in the spring.

Landscaping Committee
(report in file) Beth Kaplan has asked that Mainly Grass use more signs to notify homeowners when an application has taken place.

Maintenance Committee
The railings on the deck at 2 Spring Pond Circle have been painted.

There is a sink hole in the sidewalk leading to the front door at 12 Ruch Lane that will be
repaired in the spring. The homeowner has been notified.

John Patten's men completed cleaning of the gutters.

The Get it Done Guy repaired a hole in the downspout at 7 Ruch Lane.

Beth Kaplan reported that the work on the Community Center is progressing. Removal
of all the old material has been completed.

All work thus far has been approved by Luke Vigue, building inspector,

A special thanks to Beth Kaplan as she keeps attention to all the details.

Social Committee
A few homeowners took a trip to Oxford Casino this fall. The annual Holiday party was held December 11th.

Plowing Committee
Jane Laughton reported on activity so far.

New Business
Anita Haskell has been talking with the people at the food pantry about the possibility of using the Community Center on occasion for cooking classes for some of the clients. No decision at this time.

No Board meetings in January and February unless needed.

October Board Meeting Minutes

Spring Pond Estates Homeowners Association
Monthly Board Meeting

October 10, 2016

The monthly Board meeting was called to order by Sally LeMon, President.
All Board members were present with the exception of Sally Hudgins.

Secretaries report had previously been given to all Board members for their review. (Report is on file) Sally LeMon would like to make an addition to that report. It should be noted here, that the insurance company has submitted a credit of $205.00. This was because it had been determined that the sprinkler system in the Community Center was indeed in working order. Motion to accept this report with the addition was made by Beth Kaplan and seconded by Ernie Wheeler.

Passed 5-0

Treasurers report was presented by Anita Haskell, Treasurer. (Report on file) Motion to accept was made by Jane Laughton and seconded by Beth Kaplan.

Architecture Committee
A request has been made by the residents of 15 Ruch Lane to install two privacy fences abutting their home. This request was approved by the architectural committee. No action taken by the Board at this time.

Landscaping Committee
Gerry Rainforth, chairman reported mowing will be done every other week until fall clean-up. She also requested that the homeowner at 24 Spring Pond Circle be allowed to lay ground cover over a portion of common property behind the home. Motion to give approval was made by Jane Laughton and seconded by Beth Kaplan.

Passed 5-0

Proscape will come October 11 to shut off the water.

Landscaping report is on file.

Social Committee
The trip to Oxford Casino has been rescheduled for October 25th.

Plowing Committee
Jane Laughton has talked with John Patten and met with Sally Hudgins, the previous chairman, to discuss plowing procedures and issues.

Old Business
Beth Kaplan reported that Red Tail Carpentry will start work on the Community Center project on October 24, 2016.

New Business
Anita Haskell reported the Wednesday night bridge group donated toner for the copy machine and paper towels for the Community Center.

September Board Meeting Minutes

Spring Pond Estates Homeowners Association
Monthly Board Meeting

September 12, 2016

The monthly Board meeting was called to order by Sally LeMon, President.
All Board members were present.

Secretaries report had been previously submitted to all members (report on file). Motion to accept with no corrections was made by Ernie Wheeler and seconded by Beth Kaplan.

Passed 5-0

Treasurers report was presented by Anita Haskell, Treasurer.(report on file). Motion to accept was made by Beth Kaplan and seconded by Ernie Wheeler.

Passed by 5-0.

Sally LeMon has suggested that the Eastern Fire Service Co. be contacted once a year to check our sprinkler system.

By-laws Committee
Beth Kaplan has been working on the current changes that will be proposed. The Board will review these and have a discussion. If the board agrees, they will be presented to the association at the annual meeting.

Landscaping Committee
Gerry Rainforth gave a detailed report (on file) she has met with Matt Brillon, recommended by John Patten, regarding the many tree issues. Several trees between #8 to #12 will be removed in the near future for a cost of $750.00.

The letter sent to the homeowners at 25 Spring Pond Circle is on file regarding the removal of the side garden and returning it to grass.

Maintenance Committee
Dave Dewey has fixed some siding at 2 Spring Pond Circle.

Red Tail Carpentry has posted the building permits for the work to be done on the Community Center which is scheduled to be started in the next two weeks.

Social Committee
A trip to the Oxford Casino is being planned for sometime in October. We took a trip on the Gundalow on the 10th of September and the usual pot luck supper was enjoyed by many on Labor Day.

New Business
We received a letter, a map and photos from York Land Trust reviewing the area behind Walter Woods property along Styles Lane.

August Board Meeting Minutes

Spring Pond Estates Homeowners Association
Monthly Board Meeting 

The meeting was called to order by Sally LeMon, President. All members were present.

Secretaries Report had been previously given to all Board members. (Report on file). Motion to accept with no corrections or omissions was made by Beth Kaplan and seconded by Gerry Rainforth. Passed 5-0.

Treasurers report was presented by Anita Haskell, Treasurer. (Report on file). Motion to accept was made by Beth Kaplan and seconded by Gerry Rainforth.

Landscaping Committee
Gerry Rainforth, chairman has met with representatives from Proscape.
Patten and Mainly Grass to identify any issues that there are. This detailed report is on file.

Maintenance Committee
Eastern Fire Protection Services tested the sprinkler system in the Community Center building and verified it is operational and function-able at this time. Further testing will be done.

Old Business
Red Tail Carpentry has been hired to start repair work on the deck of the Community Center as previously agreed upon. All homeowners have been notified of this upcoming event. This is expected to begin sometime in September.

Homeowners Input
Diane Kaplan reported that she had observed an animal, possibly a Maine bobcat in the area. This identity has not been confirmed. Also, Pam Milbury, 15 Ruch Lane, has reported seeing fisher cats. Sally Hudgins will post a warning to all homeowners and also post on the web site.

The homeowner at 2 Spring Pond Circle requested the railings on his deck be painted sometime in the spring. Maintenance will work with the homeowner on this issue.

July Board Meeting Minutes

JULY 11, 2016

Sally LeMon, President welcomed all board members. All members were present.

Secretaries reports had been previously given to Board members. Motion to accept the May 9th, June 13th and annual report, June 14th with no corrections was made by Gerry Rainforth and seconded by Ernie Wheeler. Passed 5-0

Anita Haskell, presented the financial report for June. (These reports are kept on file with all reports given at this meeting.) Motion to accept this report was made by Gerry Rainforth and seconded by Beth Kaplan. Passed 5-0

Architecture Committee
No new requests

Landscaping Committee
Gerry Rainforth, Sue Bannister and John Patten will be walking the community to review all landscaping and to identify any issues.

Maintenance Committee
Sally LeMon has contacted someone to clean the doors and windows in the community center. The estimate is $75.00-$100.00 and the board agreed to pursue.

Sally Lemon has been in contact with Pat Fuller from Chalmers Insurance to review the cost of our insurance.

The question of sprinklers in the community center was raised. The York beach fire department viewed the community center and the question of whether the system is "hooked up" was raised. An engineer has been contacted to determine if in actuality, it is. Further investigation is needed.

Social Committee
There will be an event on August 4th for a Gundalow trip up the Pisquatqua River. A sign up sheet has been put up.

Old Business:
The Board met with the residents of #14 Spring Pond Circle. An agreement was reached concerning the buffer zone behind their home.

Sally LeMon has been in touch with Red Tail Carpentry, Kittery, ME. to investigate the deck surrounding the Community Center. There are many areas that are soft, indicating the possibility of some structural damage. We will be addressing this in the immediate future.

Annual Meeting Minutes

SPEHOA ANNUAL MEETING

JUNE 14, 2016

The annual meeting was called to order by Sally Lemon, President, after it was determined that there was a quorum. Nineteen members present and six proxy.

A moment of silence was observed for the passing of our longtime member, Ruth.

New homeowners were introduced. Robert and Pam Milbury, 15 Ruch Lane and
Frank and Sally McClellan, 16 Ruch Lane and Beth Furlong, 17 Spring Pond Circle.

Folders were given to each homeowner with all the pertinent information.

Sally Lemon thanked all the volunteers who have served on the various committees and especially the chairman of each committee.

Sally Hudgins, Secretary read the annual report from 2015.
Motion to accept with no corrections was made by Sally LeMon and seconded by Beth Kaplan. Passed 19-0.

Anita Haskell,Treasurer presented the monthly financial report, capital budget and proposed operating budget for 2016-2017. All reports are on file. Current balance in the capital reserves account is $120, 880.21.
Motion to accept the proposed budget was made by Beth Kaplan and seconded by Jeanette DiSabatino. Passed 19-0

COMMITTEE REPORTS:

Architecture-Diane Kaplan, chairman reported there has been one request this year. Bob and Pam Milbury, 15 Ruch Lane have submitted the appropriate paperwork for the installation of a retractable awning for their patio. This committee approved the request and the paperwork is on file with the minutes of the annual report.

Bylaws-Beth Kaplan reported that this committee has met multiple times. Many edits have been made and will be proposed. A list of responsibilities for all officers, list of committees, responsibility of both committees and members. Clarification of operation of property and an addition of a Definitions section.

The committee will begin its review of the "DECLARATION OF COVENANTS, CONDITIONS AND RESTRICTIONS OF SPRING POND ESTATES.(this report is filed with the annual report.)

Election- Janice Schlapak, chairman reported she had thirty one ballots returned. She welcomed Jane Laughton as the new member on the Board and Gerry Rainforth agreed to serve another term. (Copy of committees report is on file with the annual report.

Landscaping-Sue Bannister, chairman gave her annual report (which is on file with the annual report.). Sue has resigned as Chairman after serving for many years. She was thanked for her dedicated service.

Maintenance-Sally LeMon, chairman reported that Dave Dewey identified kick boards that needed repair and completed them. The electrical work outside the condo units above the community center has been completed. The "awning" over the mailboxes was installed and seems to be working well, although we had an unusually mild winter.

We have received notification from D.F. Richard proposing an offer of a fixed price of $1.65/gallon, which includes the senior citizen discount of 0.04/per gallon. For any number of gallons that are paid for in advance of the heating season by July 31st. 2016, D.F. Richard will offer a 10 cent/per gallon discount, making a delivered price $1.55/per gallon.

The dragon fly larvae is not available again this year.

The porch around the community center needs repair and we are in the process of finding a contractor to do this work. (This report is also filed with annual report.)

Plowing-Sally Hudgins reported that although we had a very mild winter with much less snow, there was damage done on the garage,#6 SPC. John Patten was notified and the damage was fixed. Approximately $9,000.00 was spent for snow removal this past year.

Social-Nancy Winograd, reported that a Pot Luck get together was held on Labor Day, the Yankee swap and Pot Luck dinner in December. She continues to ask for suggestions from homeowners for other events.

Sunshine Club-Eileen Robert has resigned her position after several years. We wish to thank her.

Welcoming-Pat Mirisola, chairman welcomed the new residents.

Sally LeMon, President also thanked the residents who continue to plant flowers and maintain them around the community.

Bob Mirisola voiced some concern regarding his deck. He was told this concern needs to be addressed at a regular Board meeting.

Board Meeting Minutes
May 9, 2016

Sally LeMon, President, welcomed all board members and homeowners. Bob Mirisola was absent.

Secretaries Report 
The Secretaries report had been submitted to all members previously. (see attached ) One correction was noted from the April minutes.

Gerry Rainforth made a motion to accept with noted corrections, seconded by Beth Kaplan
Passed 4-0.

Treasurers Report
Treasurers report was given by Anita Haskell. She gave the current monthly report, also the proposed 2016-2017 budgets. (See attached) Also, a draft (capital budget) projected from 2016-2023. After the By-laws committee met, it had been suggested that long-term planning be part of the Finance committee.

Motion to accept monthly treasurers report was made by Gerry Rainforth and seconded by Beth
Kaplan. Passed 4-0. Motion to accept proposed budget for 2016-2017 was made by Beth Kaplan and seconded by Gerry Rainforth, passed 4-0

Architecture Committee Report
Diane Kaplan, chairman presented a request from the Milbury's at 15 Ruch Lane for an awning with drop down mosquito net to be installed over their back patio. All the appropriate paperwork was submitted. This Committee approved this request and also the Board approved.

Landscaping Committee Report
Sue Bannister, chairman presented her monthly report (See attached). The accumulated sand and debris has been cleaned from the rocks and culverts. John Patten has suggested aerating and using seed and pellets to activate the growth of grass. The ground is cracked and extremely dry. (See attached) It would be important to know what chemicals are being used in each of the five steps of lawn care used by Mainly Grass.

A discussion was held regarding the side (Island) garden at 25 Spring Pond Circle. The homeowner was informed it is their responsibility to maintain this garden. If unable to do so, they may have the vegetation removed and put the garden back to grass at their expense.

Maintenance Committee Report
The first-aid kit has been attached to the wall in the Community Center. A carbon monoxide detector has been installed at the Community Center.

Social Committee Report
There will be a pot-luck "get together" on the Monday of Memorial Day weekend May 30 at the Community Center.

Plowing Committee Report
The garage door at 6 Spring Pond Circle has been replaced and John Patten's insurance company has sent verification of payment for this. A copy is in the file.

Election Committee Report
Jan Schlapak has sent out all ballots and results will be forthcoming.

Old Business
A letter will be sent to the homeowners at 16 Spring Pond Circle regarding the buffer zone issue. A copy of this letter is on file.

New Business
We need a volunteer to take over the Sunshine Club.

The next scheduled meeting will be held on Monday, June 13th to finalize issues for the annual meeting, June 14th.

April Board Meeting Minutes

Board Meeting Minutes
April 11, 2016

Sally LeMon, President opened the meeting and welcomed new homeowners, Frank and Sally McClellan and Beth Furlong and other homeowners who attended.

Secretaries Report 
Had been previously submitted to all Board members.

Motion to accept with no corrections made by Beth Kaplan and seconded by Ernie Wheeler.  Passed 5-0 (see attached)

Treasurers Report
Was presented by Anita Haskell (see attached).

It has been suggested that it is time to look head to determine what is needed coming up in the next few years. Evaluate when the roads will need to be re-surfaced, the conditions of the roofs and the siding on all homes. Possibly a committee needs to be formed to address this timely issue in order to update the proposed budget for the future.

The financial reports are attached.

It appears that the spring clean-up has not been completed. We have received the contract for Mainly Grass for the next two years. It will be necessary in the future to budget more money for maintenance. A special thank you to Anita for the time spent to prepare all the financial,reports.

Motion to accept was made by Beth Kaplan and seconded by Ernie Wheeler.

Landscaping Committee Report
Please see attached report. Patten Grounds Care has submitted a contract, but this needs finer detail. Sue Bannister will be asked to look into this.

Maintenance Committee Report
The light bulbs on the sign have been replaced. The timer for the light at 17 Spring Pond Circle has now been replaced as it was found to be defective.

Some of the down spouts have been fixed.

Plowing Committee Report
Sally Hudgins reported that although it was a mild and easy winter. The first storm had many issues. She was in touch with some of the homeowners regarding their complaints and where necessary, kept in close contact with John Patten. She has Beth Kaplan purchased a first aid kit for the Community Center and it will be attached

A pine tree has been cut down within the buffer zone. It was determined that CMP had done this to protect the electrical lines. Sally LeMon notified Code Enforcement and gave them a copy of the letter from CMP. (Letter on file)

It should be noted that more clearing out of the buffer zone has been done behind #14 Spring Pond Circle since last year. The homeowners were advised last year to stop this clearing within the buffer zone. The Board will compose a letter to the homeowners.

Spring Pond Estates Homeowners Association Board Candidates


The two year terms of Bob Mirisola and Gerry Rainforth end in June, 2016.

Nominations are now open to members who would like to serve on the Board of Directors. Two positions are available.

If you are interested, please contact Janice Schlapak, Chairman of the Nominating Committee or forward a statement of intent to Janice at 4 Ruch Lane, York, ME 03909. If you wish, you may include a brief biography along with the reasons why you wish to be elected to the Board. Provide this information to Janice on or before May 2, 2016. All candidates' names will be placed on the ballot for election.

Ballots will be handed out or mailed to residents by Monday, May 9 and must be returned to Janice Schlapak no later than Wednesday, May 25, 2016.

Ballots will be counted on Friday, May 27, 2016.

And please be sure to mark your calendar with the date of the Annual Meeting: Tuesday, June 14, 2016.
