July Board Meeting Minutes

SPEHOA BOARD MEETING
JULY 11, 2016

Sally LeMon, President welcomed all board members. All members were present.

Secretaries reports had been previously given to Board members. Motion to accept the May 9th, June 13th and annual report, June 14th with no corrections was made by Gerry Rainforth and seconded by Ernie Wheeler. Passed 5-0

Anita Haskell, presented the financial report for June. (These reports are kept on file with all reports given at this meeting.) Motion to accept this report was made by Gerry Rainforth and seconded by Beth Kaplan. Passed 5-0

Architecture Committee
No new requests

Landscaping Committee
Gerry Rainforth, Sue Bannister and John Patten will be walking the community to review all landscaping and to identify any issues.

Maintenance Committee
Sally LeMon has contacted someone to clean the doors and windows in the community center. The estimate is $75.00-$100.00 and the board agreed to pursue.

Sally Lemon has been in contact with Pat Fuller from Chalmers Insurance to review the cost of our insurance.

The question of sprinklers in the community center was raised. The York beach fire department viewed the community center and the question of whether the system is "hooked up" was raised. An engineer has been contacted to determine if in actuality, it is. Further investigation is needed.

Social Committee
There will be an event on August 4th for a Gundalow trip up the Pisquatqua River. A sign up sheet has been put up.

Old Business:
The Board met with the residents of #14 Spring Pond Circle. An agreement was reached concerning the buffer zone behind their home.

Sally LeMon has been in touch with Red Tail Carpentry, Kittery, ME. to investigate the deck surrounding the Community Center. There are many areas that are soft, indicating the possibility of some structural damage. We will be addressing this in the immediate future.

Annual Meeting Minutes

SPEHOA ANNUAL MEETING

JUNE 14, 2016

The annual meeting was called to order by Sally Lemon, President, after it was determined that there was a quorum. Nineteen members present and six proxy.

A moment of silence was observed for the passing of our longtime member, Ruth.

New homeowners were introduced. Robert and Pam Milbury, 15 Ruch Lane and
Frank and Sally McClellan, 16 Ruch Lane and Beth Furlong, 17 Spring Pond Circle.

Folders were given to each homeowner with all the pertinent information.

Sally Lemon thanked all the volunteers who have served on the various committees and especially the chairman of each committee.

Sally Hudgins, Secretary read the annual report from 2015.
Motion to accept with no corrections was made by Sally LeMon and seconded by Beth Kaplan. Passed 19-0.

Anita Haskell,Treasurer presented the monthly financial report, capital budget and proposed operating budget for 2016-2017. All reports are on file. Current balance in the capital reserves account is $120, 880.21.
Motion to accept the proposed budget was made by Beth Kaplan and seconded by Jeanette DiSabatino. Passed 19-0

COMMITTEE REPORTS:

Architecture-Diane Kaplan, chairman reported there has been one request this year. Bob and Pam Milbury, 15 Ruch Lane have submitted the appropriate paperwork for the installation of a retractable awning for their patio. This committee approved the request and the paperwork is on file with the minutes of the annual report.

Bylaws-Beth Kaplan reported that this committee has met multiple times. Many edits have been made and will be proposed. A list of responsibilities for all officers, list of committees, responsibility of both committees and members. Clarification of operation of property and an addition of a Definitions section.

The committee will begin its review of the "DECLARATION OF COVENANTS, CONDITIONS AND RESTRICTIONS OF SPRING POND ESTATES.(this report is filed with the annual report.)

Election- Janice Schlapak, chairman reported she had thirty one ballots returned. She welcomed Jane Laughton as the new member on the Board and Gerry Rainforth agreed to serve another term. (Copy of committees report is on file with the annual report.

Landscaping-Sue Bannister, chairman gave her annual report (which is on file with the annual report.). Sue has resigned as Chairman after serving for many years. She was thanked for her dedicated service.

Maintenance-Sally LeMon, chairman reported that Dave Dewey identified kick boards that needed repair and completed them. The electrical work outside the condo units above the community center has been completed. The "awning" over the mailboxes was installed and seems to be working well, although we had an unusually mild winter.

We have received notification from D.F. Richard proposing an offer of a fixed price of $1.65/gallon, which includes the senior citizen discount of 0.04/per gallon. For any number of gallons that are paid for in advance of the heating season by July 31st. 2016, D.F. Richard will offer a 10 cent/per gallon discount, making a delivered price $1.55/per gallon.

The dragon fly larvae is not available again this year.

The porch around the community center needs repair and we are in the process of finding a contractor to do this work. (This report is also filed with annual report.)

Plowing-Sally Hudgins reported that although we had a very mild winter with much less snow, there was damage done on the garage,#6 SPC. John Patten was notified and the damage was fixed. Approximately $9,000.00 was spent for snow removal this past year.

Social-Nancy Winograd, reported that a Pot Luck get together was held on Labor Day, the Yankee swap and Pot Luck dinner in December. She continues to ask for suggestions from homeowners for other events.

Sunshine Club-Eileen Robert has resigned her position after several years. We wish to thank her.

Welcoming-Pat Mirisola, chairman welcomed the new residents.

Sally LeMon, President also thanked the residents who continue to plant flowers and maintain them around the community.

Bob Mirisola voiced some concern regarding his deck. He was told this concern needs to be addressed at a regular Board meeting.
