December Board Meeting Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION

BOARD OF DIRECTORS MONTHLY MEETING - DECEMBER 9, 2024


PRESIDENT - President Lee Page called the meeting to order at 6:30 PM.

All Board Members were in attendance with Frank McClellan participating via mobile connection. President Page wished everyone a very happy holiday season. 

RECORDING SECRETARY - President Page noted corrections made to the October minutes and also made a motion to accept the November minutes as written. Motion was seconded by Vice President Pat Mirisola. Motion passed unanimously with minutes on file for review.

TREASURER - Treasurer Strazzere reported expenses for November ended close to budget, but noted the maintenance expenses did exceed the original budget due to fascia and trim repairs completed at 16 Spring Pond Circle. He also anticipated expenses for the month of December will be over budget, partially due to an increase in our SPEHOA annual insurance premium. Vice President Mirisola made a motion to accept the Treasurer’s report, seconded by Board Member Dave Mulcahey. Motion passed unanimously with detailed Treasurer’s report on file for review.

FINANCE COMMITTEE - Chairperson Joe Strazzere reported that the third finance committee meeting was held on Monday, November 25th with all committee members in attendance. President Page was also in attendance, representing the Board of Directors, which he will continue to do until the end of his term this coming June. Several issues from previous meetings were reviewed along with discussion referencing the Committee’s desire to have preliminary budget numbers made available for review in April, prior to the SPEHOA annual June meeting.

LANDSCAPING COMMITTEE - Chairperson Clay Feeter reported he and Committee Member Bob Mirisola are continuing to address the need for additional tree maintenance service within the Spring Pond Estates Community.

There was also an extended discussion concerning a complaint that had been submitted to the Town of York Code Enforcement Officer from a homeowner on Cardinal Lane. The complaint referenced a possible buffer zone violation behind 16 Spring Pond Circle. 

After extensive research on the part of Chairperson Clay Feeter and President Page, it was reported that their findings have been submitted to the CEO and that we are presently awaiting a final judgement. If the CEO rules that a violation has in fact occurred, the Board was in agreement that this matter should be taken under advisement with our Association Attorney, Mark Lawrence in order to determine what further action should be taken.

MAINTENANCE - Chairperson Lee Page reported on the work that had been completed by Gutter By Design. He also noted that the several repairs were completed in the Community Center bathroom. President Page has scheduled Life Safety Fire Protection, Inc. to perform the annual sprinkler system inspection for the Community Center building in January, 2025.

SOCIAL - Chairperson Deb Strazzere reported that the Holiday Party held on December 8th was enjoyed by all, and that it was also an opportune time to welcome our newest neighbors, Barry & Eileen Leibowitz and Gayle Marshall, who also joined in on the festivities. Chairperson Strazzere stated the next Coffee Hour will be scheduled for some time in January. 

WELCOMING COMMITTEE - Chairperson Pat Mirisola reported that Peggy Beacon will be purchasing 20 Spring Pond Circle and that the sale will be finalized during the month of January.

WEBSITE - Chairperson Joe Strazzere reported he will be posting a notice on our website and at the Community Center to remind homeowners to follow the Sewer Department’s Guidelines, emphasizing that these guidelines are essential in properly maintaining the community pumping station. Board Member Deb Strazzere has also volunteered to distribute informational flyers to all homeowners.

Vice President Pat Mirisola made a motion to adjourn the meeting, seconded by Board Member Dave Mulcahey. Motion passed. Meeting was adjourned at 7:23 PM.

November Board Meeting Minutes

SPRING POND ESTATES HOMEOWNER’S ASSOCIATION

BOARD OF DIRECTORS MONTHLY MEETING - NOVEMBER 11, 2024


PRESIDENT - President Lee Page called the meeting to order at 6:30 PM. Vice President Pat Mirisola attended meeting via mobile connection, with Board Member Frank McClellan absent. Treasurer Joe Strazzere and all other Board Members were in attendance. 

President Page noted a group of local veterans gathered together at Norma’s Restaurant to honor our veterans on this significant day of remembrance.

RECORDING SECRETARY - Vice President Mirisola noted a correction be made in the October minutes reflecting the motion to accept be changed from the month of November to the month of October minutes. President Page made a motion to accept the minutes with the correction, seconded by Board Member Deb Strazzere. Motion passed with corrected October minutes on file for review.

TREASURER - Treasurer Joe Strazzere reported the expenses for October ended over budget due to the cost of the first part of the gutter project,  but also noted the expenses for November will likely be around budget. Vice President Mirisola made a motion to accept the Treasurer’s report, seconded by Board Member Dave Mulcahey. Motion passed with detailed Treasurer’s Report on file for review.

ARCHITECTURE -  President Page reported that Joe Krasowski, 17 Ruch Lane was notifying the Board of his intent to install a guard around the base of his house to deter rodents from entering his home and that he will be financially responsible for taking this course of action. The Board noted and accepted his request.

FINANCE - Chairperson Joe Strazzere reported that at the last Finance Committee meeting there was some discussion pertaining to the definition of Capital Improvement Projects. President Page read the definition to the Board verbatim which stated “Funds in the Capital Reserve Fund should be used to pay for a capital improvement and not for ordinary maintenance expenses. A capital improvement is an expenditure for the long-term repair, replacement or betterment of items (assets) whose life expectancy is five years or more than five years.” 

President Page noted he would be attending the next Financial Committee Meeting scheduled for November 25th where discussion on this issue would be continued and will report his findings to the Board at their December meeting. He added he did not believe there was a need to revise the By-Laws at this time and that members of the Finance Committee are welcome to attend the December Board meeting in order to further discuss interpretation and clarification regarding this matter.

LANDSCAPING - Chairperson Clay Feeter reported that Wicked Green presented to the Association the option to pay next year’s lawn care expense in advance in order to take advantage of their pre-pay discount rate. President Page made a motion that we would continue to pay for their lawn care services on a monthly basis, seconded by Board Member Deb Strazzere. Motion passed.

MAINTENANCE - Chairperson Page reported that there was a propane gas leak at 19 Ruch Lane and that D. F. Richard made the necessary repairs. He also noted that unanticipated repairs were discovered after the recent gutter work was completed and in turn made a motion to make these necessary additional repairs at 16 Spring Pond Circle for $1025 and for $750 at 14 Spring Pond Circle. Motion was seconded by Board Member Dave Mulcahey. Motion passed. Detailed maintenance report on file for review.

PLOWING - Chairperson Jane Laughton requested clarification on Patten Landscaping plowing and shoveling services for the upcoming Winter season. It was determined that all services would be status quo. It was also noted that Anita Haskell will be Co-Chair with Jane and will be responsible for overseeing the Ruch Lane section of Spring Pond Estates.

SOCIAL - Chairperson Deb Strazzere reported that our next Community Center Coffee Hour is scheduled for November 18th @ 10:00 AM and that our Annual Holiday get together is scheduled for December 8th  with more details to follow.

SUNSHINE CLUB - For future reference, President Page reported that Chairperson Eileen Robert has passed her position on to Paula Page.

WELCOMING COMMITTEE - Chairperson Pat Mirisola officially welcomed our new neighbors, Barry & Eileen Leibowitz to their new home at 16 Spring Pond Circle.  Also, Victor & Athena Cerulli have purchased 11 Spring Pond Circle. Sales of additional properties within our Spring Pond Estates community will be reported as more details become available.

Board Member Deb Strazzere made a motion to adjourn, seconded by President Page. Meeting adjourned at 7:10 PM.

October Board Meeting Minutes

SPRING POND ESTATES HOMEOWNER’S ASSOCIATION

MONTHLY BOARD OF DIRECTOR’S MEETING - OCTOBER 14, 2024



PRESIDENT - President Page called the meeting to order at 6:30 PM with all Board Members and Treasurer Joe Strazzere in attendance. Recording Secretary El Rotsko was absent due to illness. Meeting summarizations were submitted to the Secretary by President Page and Vice President Pat Mirisola to assist in preparing the monthly minutes for file.

President Page commented on how there were more unit ownership changes in September and November than in the last several years. He also read a special note from Sally Hudgins informing the Board that she has moved to Sentry Hill but will retain ownership of 11 Ruch Lane.

RECORDING SECRETARY - Vice President Mirisola made a motion to accept the Recording Secretary’s October minutes as written, seconded by Board Member Frank McClellan. Motion passed with minutes on file for review.

TREASURER - Treasurer Joe Strazzere reported expenses for September were over budget due to payment of the Lee Tree Service Bill. He also noted that Anita Haskell had paid for a portion of the total bill to cover her request to trim the tree located in her front yard. Vice President Mirisola made a motion to accept the Treasurer’s report as submitted, seconded by Board Member Dave Mulcahey. Motion passed with report on file for review.

ARCHITECTURE - Vice President Pat Mirisola presented to the Board the two-page revised Request for Architectural Change Forms. President Page made a motion to approve the changes, seconded by Vice President Pat Mirisola.

FINANCE - Chairperson Joe Strazzere that the Committee met on October 14th with two committee members in attendance which included discussion on Reserve Funds and also the need to define “Capital Expenditures”.

It was also noted that a member of the Board should be participating in all Finance Committee meetings.

LANDSCAPING -  Chairperson Clay Feeter reported that Wicked Green Lawn Services have completed the final lime and fertilizer applications. He also noted that the new shrubbery has been planted at the entry way located at 15 and 17 Spring Pond Circle. Lastly, he reminded the Board that Rainmaker Sprinkler Services will be shutting off the sprinkler systems on Friday, October 18th and that homeowner’s with sprinklers allow the technician access to their control boxes.

MAINTENANCE - Chairperson Lee Page presented two projects to the Board. The first was to paint the Community Center bathroom baseboard and secondly to install larger gutters at 2, 4, 8, 12, 14 and 18 Spring Pond Circle. Also included were 16 and 18 Ruch Lane. The Board approved resources from the operational account. The work is scheduled for Thursday and Friday, October 24th and 25th. Details of the maintenance report are on file for review.

SOCIAL - Chairperson Deb Strazzere reported that the Juliet Luncheon and the Strazzere Italian Dinner were both a success and a good time was had by all. She also reported that the next coffee hour at the Community Center is scheduled for Monday, October 21st at 10:00 AM. 

SUNSHINE - President Page reported that long time residents , Sally Hudgins and Ernie Wheeler have left our community and that they will both be missed. Their past contributions over the years have been greatly appreciated.. He also noted that Chairperson Eileen Robert has passed her position on to Paula Page.

WELCOMING COMMITTEE - Chairperson Pat Mirisola reported that the new residents, Barry and Eileen Leibowitz have moved into 16 Spring Pond Circle and that the committee will meet with Victor and Athena Cerulli on Saturday, October 19th. They will be purchasing 11 Spring Pond Circle November 15th.  She also noted that Ernie Wheeler, 22 Spring Pond Circle, has moved to the Atria in Newburyport and Peggy Bacon is in the process of purchasing her mother’s home at 20 Spring Pond Circle.


A motion to adjourn was made by Vice President Pat Mirisola, seconded by Board Member Deb Strazzere.

Motion passed and meeting was adjourned at 7:40 PM.

September Board Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION       

MONTHLY BOARD OF DIRECTORS MEETING - SEPTEMBER 9, 2024    

 

PRESIDENT - President Lee Page called the meeting to order at 6:30 PM with all Board Members and Officers in attendance. President Page referenced the discussion that took place at the previous meeting regarding the improper usage of our Community Center by non-residents. He reported that he had contacted Patten Landscaping and asked that his workers refrain from using our bathroom facilities in the future. He also noted that the new cleaning service has done an excellent job of performing a much-needed deep cleaning of our Community Center and went on to thank Board Member Deb Strazzere for her efforts and research that lead towards this positive solution.

RECORDING SECRETARY - President Page made a motion to accept the August minutes as written, seconded by Board Member Deb Stazzere. Motion passed with minutes on file for review.

TREASURER - Treasurer Strazzere reported that the expenses for August ended under budget and that the landscaping expenses were lower than expected, noting we are still awaiting the invoice from Lee Tree Service.

He also reported that, under the direction of the Board, we withdrew $1450 from our Reserve Account to pay for the fascia repair project along with $5000 to pay for the crack sealing project. A motion to accept the Treasurer’s report was made by Vice President Pat Mirisola, seconded by Board Member Frank McClellan. Motion passed with Treasurer’s report on file for review.

ARCHITECTURE - Chairperson Diane Kaplan reported on an Architectural Change request submitted from 15 Spring Pond Circle to have new windows installed throughout the unit. The request was submitted and approved by the Board. Chairperson Kaplan also proposed to the Board a change in filing procedures regarding Architectural changes, noting generic repairs such as painting shutters and doors, installing new windows, or porch and deck repairs should not require forms be filed with the Architectural Committee. She suggested instead that notification of said projects be submitted to the Board for their approval and that a written record of the completed project would be kept on file at the Community Center. It was also noted that projects such as installing generators or fences would still require official forms be completed, including abutter’s approval. President Page requested the forms be clarified to specify which projects would and would not require filing Official Architectural Request Forms.

LANDSCAPING - Chairperson Clay Feeter reported that Wicked Green Lawn Services will be applying two additional lime and fertilizer applications in the near future. He also submitted a request from 15 and 17 Spring Pond Circle that two large bushes located along the entry way be removed and replaced with low maintenance shrubs. The work would be performed by Patten Landscaping. A motion was made by Vice President Mirisola to allot $300 for the project, seconded by Board Member Deb Strazzere. Motion passed. 

MAINTENANCE - Chairperson Lee Page and Board Member Deb Strazzere discussed details with the Board concerning the newly hired Hannah Leifheit Cleaning Service in order to establish the frequency of visits and billing periods. After some discussion it was determined by the Board that the $90 fee per visit would be scheduled on a monthly basis.

Board Member Frank McClellan asked if it had been determined that the Community Center will be locked. President Page noted a Residents Only sign had been posted on our bathroom facility and was optimistic that the problem would be resolved without having to take any further action.

SOCIAL - Chairperson Deb Strazzere reported the Labor Day Potluck Dinner was pleasant and enjoyable for all attending. She also reminded the Board that a coffee hour will be held on Monday, September 16th @ 10 AM at the Community Center and that all homeowners are welcomed.

SUNSHINE - President Page noted that Sally Hudgins and Bill Bannister are back in their own homes again, sending good wishes to both.

WELCOMING COMMITTEE - Chairperson Pat Mirisola reported that our new 16 Spring Pond Circle neighbors, Eileen and Barry Leibovitz will be moving in to their new home on September 12th.

A motion to adjourn was made by Vice President Pat Mirisola, seconded by Board Member Deb Strazzere. Motion passed and meeting was adjourned at 7:25 PM.

August Board Meeting Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION

MONTHLY BOARD OF DIRECTORS MEETING - AUGUST 12, 2024


PRESIDENT - President Page called the meeting to order at 6:30 PM with Vice President Pat Mirisola absent. All other Board Members and Officers were in attendance. President Page took a moment to thank all those involved with landscaping, maintenance and cleaning for a job well done. Their individual efforts continue to help better serve our community.

RECORDING SECRETARY - The July minutes were reviewed and President Page made a motion to accept the minutes as written, seconded by Board Member Dave Mulcahey. Motion passed with minutes on file for review.

TREASURER - Treasurer Joe Strazzere reported expenses for the month of July ended over budget due to Patten Landscaping catching up on mulching and garden cleanup that would have normally been completed earlier in the season. Board Member Deb Strazzere made a motion to accept the Treasurer’s report, seconded by Frank McClellan. Motion passed with report on file for review.

ARCHITECTURE - President Page presented to the Board a request from 6 Spring Pond Circle to re-assign the drainage location to help divert water from flowing towards the front of the house. Recording Secretary noted the revised forms required for requesting architectural change by homeowners are now available and should be submitted to Diane Kaplan, Committee Chair for review and approval. 

President Page also reported he would be changing the shutters at his residence along with resurfacing the front porch floor. Recording Secretary referenced Section 7-Architerctural Control in the Declaration & Covenants which states porch and patio flooring on lots are exempt from restrictions and that only the request for new shutters would have to be submitted to the Committee Chairperson for approval.

BY-LAWS AND COVENANTS - The By-Laws Committee met on July 15th along with President Page and Treasurer Strazzere to discuss the need for a revision in the By-Laws under Section 2.5-Insurance, to increase the presently listed $250 Insurance Deductible. After some discussion, it was determined that no action would be taken at this time.

FINANCE - Chairperson Strazzere reported that the Finance Committee met on July 29th and that he and Committee Member Bob Stewart were in attendance, with Committee Member Jane Nichols Bishop absent. He also noted that Board Member Dave Mulcahey is unable to be a member of the Finance Committee this year and that, per the By-Laws, one member of the Board is required to be part of the Committee. The Committee will leave it to the Board to decide what to do, if anything in his absence. There were several subjects discussed along with several suggestions from Committee Members. A complete and detailed report will be available on file for review.

LANDSCAPING - Chairperson Clay Feeter reported on the work performed by Lee Tree Service in several locations within the community. He noted seven homeowners had trees trimmed or removed and that he has not received the total invoice from them but believes it will end under budget of the previously allotted $4000. 

LONG RANGE PLANNING - Chairperson Strazzere reported on the research Committee Member Bob Milbury had done regarding the new Fidium Fiber Optics Service presently being installed in our surrounding areas. He noted because wires and cables are underground within our complex, we will need specific installation requirements to comply with our Association rules and regulations and that more details will be reported back to the Board as they become available.

MAINTENANCE - Chairperson Lee Page reported on repairs and work that had been recently performed such as crack filling, nailing fascia, power washing, A/C Cleaning, CO2 Alarm, and cement and asphalt applications. He also expressed his and Board Member Deb Strazzere’s concern regarding the use of the Community Center bathroom facility by non-residents. It was determined that a notice be posted stating the restroom is a private facility in the hopes of deterring non-resident usage. There was also some additional discussion about taking further action if this request goes  unheeded such as keeping the Community Center locked when not in use.

SOCIAL - Chairperson Deb Strazzere reported on the always popular July 24th Ice Cream Social and the upcoming August 14th Juliet’s get together at Chapman’s Cottage. She also mentioned the upcoming events scheduled for September such as the Labor Day Potluck Dinner on September 2nd and the Community Center Coffee Hour on September 16th. A detailed list of all the upcoming events is posted at the Community Center and all SPEHO are welcome to attend.

NEW BUSINESS - Board Member Frank McClellan relayed a request from 18 Ruch Lane to address a tree issue concern. Landscaping Chair Clay Feeter noted he would contact the homeowner.

Fascia Trim Work - Thursday, August 8 at 8:30

B's Painting & Construction will be here tomorrow at 8:30 to start the process of fastening the aluminum fascia trim around the association.

This work is being done in order to prevent future storm/wind damage.

Expect to see them on ladders during the day, and perhaps into Friday.

July Board Meeting Minutes

SPRING  POND ESTATES HOMEOWNERS ASSOCIATION

MONTHLY BOARD MEETING - JULY 8, 2024 


PRESIDENT - President Lee Page called the meeting to order at 6:30 PM with all Board Members in attendance and also welcomed Deb Strazzere to her newly elected position as SPEHOA Board Member.

RECORDING SECRETARY - El Rotsko distributed to the Board a draft of the June 11th Annual Meeting Minutes for their review and approval. Vice President Pat Mirisola also made a motion to accept the July 10th Monthly Board Meeting Minutes as written, seconded by Board Member Dave Mulcahey. Motion passed (Minutes on file for review).

TREASURER - Treasurer Joe Strazzere reported the expenses for June ended over budget due to unforeseen repairs regarding a backflow and water heater replacement. The repairs were completed by Agamenticus Plumbing and Pressure Washing Services, LLC.  He noted the Patten Landscaping expenses for July will also end over budget due to expenses incurred for mulching and gardening cleanup. 

He reported that our budgeted $2320 was transferred to our Reserve Account and that the total monthly association fee, including the $20 monthly increase, is now $9180. President Page made a motion to accept the Treasurer’s report, seconded by Vice President Mirisola. Motion passed (Report on file for review).

ARCHITECTURE - Recording Secretary El Rotsko reported that she and Chairperson Diane Kaplan have been revising the request forms for homeowners to submit to the Board of Director’s prior to beginning their home improvement projects. The new forms will be submitted to the Board of Directors for their review and approval in the near future. Once approved, they will be made available on our SPEHOA website. Hard copies will also be made available upon request.

BY-LAWS & COVENANTS - Under SPEHOA Declarations, Chairperson Pat Mirisola referenced Section 2.5 - Insurance noting that the homeowner’s $250 deductible is no longer applicable. She reported that the updated amount will range between a $500 to $1000 deductible.  It was also determined by the Board that the By-Laws Committee meet to ensure the proper procedure will be followed for updating a change of policy in the SPEHOA By-Laws and Declarations. 

FINANCE - Chairperson Joe Strazzere confirmed the members of the Finance Committee. Dave Mulcahey will be representing the Board of Directors. Jane Nichols Bishop and Bob Stewart will also hold positions as committee members. 

LANDSCAPING - Chairperson Clay Feeter and Committee Member Bob Mirisola both expressed their concerns about Lee’s Tree Service lack of response to their inquiries regarding the tree maintenance service at Spring Pond Estates. 

There was also discussion about utilizing a flag marker system which would limit mulch applications to specific flagged common ground areas only. It was suggested that John Patten attend a Landscaping Committee meeting to further discuss these recommendations and to also address other issues that may require clarification.

LONG RANGE PLANNING - The Committee will be researching Fidium Fiber Optics Service which is presently being installed in our area. They will be inquiring as to what particulars would be necessary in order to install this type of service within our SPEHOA community to better determine whether usage of this service would be advantageous to our association members. 

MAINTENANCE - Chairperson Lee Page reported that the fascia repairs located at 11 and 16 Ruch Lane have been completed. It was also determined by the Board that preventive maintenance regarding securing any other locations with loose fascia issues should be addressed and repaired in advance of any future storms. 

He noted that RCH Paving will be doing road repairs sometime in late July and that homeowners will be notified in advance to clear vehicles from the areas being resurfaced. He also made a motion to have gutters repaired at 16 and 18 Ruch Lane, seconded by Board Member Frank Mulcahey. Motion passed.

SOCIAL - Chairperson Deb Strazzere reminded the Board of the Ice Cream Social scheduled for Wednesday,

July 24th at 6:00 PM and that our neighbors from Bayberry and Styles Lane have also been invited to join us.

WELCOMING COMMITTEE - Chairperson Pat Mirisola reported that 16 Spring Pond Circle has been purchased by Eileen and Barry Leibowitz with a closing date of September 19th and that the Welcoming Committee will be meeting with them on Friday, July 12th.  It was also noted that the buyer’s Financial Institutions are now requiring more extensive paperwork and documents from the SPEHOA at the time of closing.

OLD/NEW BUSINESS - In reference to the change in deed request, Jane Brown presented to the Board a clarification regarding square footage and taxes at 15 Spring Pond Circle. The Board was in agreement with the newly presented documents.

Motion to adjourn was made by Vice President Pat Mirisola, seconded by Board Member Dave Mulcahey. Motion passed. Meeting adjourned at 7:40 PM.

Road Maintenance on Wednesday Starting at 8:00am

To all SPEHOA residents and visitors:


RCH Paving will be crack sealing our roads, driveways and community center parking lots on Wed, July 17th, starting at 8am and hopefully completing before late afternoon rain.

Starts at 8am but could be delayed to dry out roads from any overnight rain.  

RCH will blow sand out of the cracks first and then seal, so please do not leave cars in parking areas even if the hot asphalt sealing operation is not close to your driveway or community center parking areas, so the cleaning of the cracks can be completed.

Please put all cars and visitors vehicles in your garage or park on Styles Lane before 8am.

Once crack sealing is complete, you can drive on the road after two hours.

Again, sorry for the inconvenience but RCH needed to take advantage of the less likely chance of rain on Wed.

Fascia Preventive Maintenance Soon

At some point over the next two weeks, two carpenters from B's Painting & Construction will be here.

They will be going around to each home, caulking and nailing all the white aluminum fascia trim as needed. The goal is to prevent the trim from coming off during storms, and save us from having to make subsequent expensive repairs as we have done in the past.

The job is expected to take one day.

We'll let you know soon which day you can expect to see the workers up on ladders at your house. A notice will be posted at the Community Center.

Increase in Monthly Dues to $270

Increase in Monthly Dues


As approved in our Annual Meeting, the monthly dues have been increased to $270, starting with July's dues.


If you write a check, please just make it out for $270 from now on.

If your bank sends a check, please make sure the amount is changed to $270.

If you have already sent in your July dues, please either send an additional check for $20, or add the $20 to your next month's dues check.


A reminder that, per our By-Laws, dues are expected on the 1st of each month.


Please send in your dues on or before the 1st, so that we can get the money deposited in a timely manner.

May Meeting Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION

MONTHLY BOARD MEETING - MAY 13, 2024


PRESIDENT - President Page called the meeting to order at 6:32 PM. Board Member Frank McClellan attended via Facetime with all other Board Members in attendance.

President Page reported on several upcoming meetings scheduled for both May and June with the first order of business being the SPE By-Laws and Covenants. He noted that after a review of the changes and revisions, Attorney Mark Lawrence has presented his recommendations to the Board. 

Vice President Pat Mirisola read Attorney Lawrence’s memo and it was determined that two meetings should be scheduled for Thursday, May 23rd @ 2:00 PM and again on Wednesday, May 29th @ 10:00 AM.  The purpose of these meetings is to allow all Association Members the opportunity to review these changes prior to casting their votes at the June 11th Annual Meeting.

The revised 2024 By-Laws and the 2009 By-Laws will be projected on a screen at the Community Center which will highlight comparisons between the former and the new By-Laws. President Page empathized the importance of attending one or both of these meetings as it would allow all SPE Association Members the opportunity to have their voice be heard.

The second order of business was in reference to a request that had been made from the Finance Committee Members to submit a financial review at the June 11th Annual Meeting.  Finance Committee Chairperson Joe Strazzere had previously reported that there were no volunteers available to perform the review. It had also been reported that utilizing a certified auditor would be an extraordinary and unnecessary expense for our Association Members at this juncture in time.

Since there were no volunteers available to perform the review, President Page appointed an in-house committee to compile the financial review consisting of himself, and Board Members Joyce Bilodeau, Frank McClellan and Dave Mulcahey. The Committee will also include Finance Committee Chairperson Joe Strazzere.

It was also determined that the meeting date will be scheduled shortly after Memorial Day.

RECORDING SECRETARY - Vice President Pat Mirisola made a motion to accept the April minutes as written, seconded by Board Member Joyce Bilodeau. Motion passed unanimously (Minutes on file for review).

TREASURER - Treasurer Joe Strazzere reported we ended under budget once again but noted he expects expenses to be over budget for May. President Strazzere also distributed as 2024/2025 Budget Summary for the Board’s review. President Page made a motion to accept the Treasurer’s Report, seconded by Frank McClellan, motion passed unanimously (Detailed Treasurer’s Report on file for review). 

ARCHITECTURE - Two requests were submitted for the installation of a generator at 15 Ruch Lane and 8 Spring Pond Circle. President Page made a motion to accept the request for 15 Ruch Lane, seconded by Dave Mulcahey. Motion passed. President Page requested additional paperwork for 8 Spring Pond Circle prior to final approval.

BY-LAWS AND COVENANTS - As detailed in President Page’s opening remarks, two meetings have been scheduled for Associations Members to review revisions and updates prior to the June 11th Annual Meeting. The By-Laws Committee will also be meeting to review these changes.

ELECTION - Co-Chairperson El Rotsko reported that the election ballots have been distributed to all Association Members. Ballots must be returned by May 22nd and will be counted on May 24th. Election results will be posted at the Community Center.

FINANCE - Chairperson Joe Strazzere addressed the Board regarding the annual budget. After some discussion it was determined that the Monthly Association Fee be increased an additional $20.00 per month bringing the total fee to $270.00 per month. President Page made a motion to accept the increase, seconded by Board Member Joyce Bilodeau. Motion passed unanimously. 

LANDSCAPING - Chairperson Clay Feeter reported he has been in contact with Chase Tree Service and that the priority locations have been determined. President Page and Chairperson Feeter both discussed their concerns for unwarranted landscaping services performed and that they have both contacted Patten Landscaping on this matter and are awaiting his response.

MAINTENANCE - Chairperson Leee Page expressed his concern with getting contrators to show up and fix the recent storm damage at several lots.  He will continue to follow up with them or seek others to do the work.  Next big project will be to complete crack sealing in the summer.  It has been 5 years since last crack sealing.

SOCIAL - Chairperson Deb Strazzere reported, with the busy Summer season upon us, our monthly coffee hour will be suspended until September. She also suggested planning a “Beach Night” for pitch and putt or possibly a game of bocce around the low tides in August. Luncheons will also be on the upcoming agenda.

WELCOMING COMMITTEE - Chairperson Pat Mirisola reported the Committee will be meeting with our new neighbors Molly and Ken Hinchey on Saturday, May 18th  and they will be joining our community on June 19th.

NEW BUSINESS -  The question was raised as to whether or not Association Members would need to get the approval of the Association prior to considering the installation of Fidium Fiber Internet at their residence. All members of the Board were in agreement that a pre-approval would be required.

There was also some discussion as to whether or not it would be possible to have a designated area for pet owners and their pets relative to “nature’s calling”.  It was suggested that a non-residential area, meaning a reasonable distance from homeowner’s individual lawns, could be an alternative compromise.

President Page made a motion to adjourn at 8:25 PM, seconded by VP Pat Mirisola. Motion passed.

April Meeting Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION

MONTHLY BOARD MEETING MINUTES - APRIL 8, 2024


PRESIDENT - President Lee Page began his opening remarks at 6:30 PM noting Frank McClellan would be participating via facetime (and mobile connections).  All other Board Members were in attendance. President Page reported that he had submitted to SPEHOA Attorney Mark Lawrence the By-Laws and Covenants Revisions for his review and recommendations and that we are presently awaiting his response. Considering the limited time frame left to present these changes to SPE homeowners for their review, prior to the Annual meeting in June, President Page emphasized the need for an expedited response from Attorney Lawrence regarding this matter.

President Page expressed his gratitude for the ongoing efforts of Vice President Pat Mirisola in maintaining accurate and impeccable records pertaining to updating our By-Laws and Covenants revisions. He also thanked Social Committee Chairperson Deb Strazzere and her committee for their efforts in promoting a positive and meaningful connection amongst our Spring Pond Estates Community.

President Page reported that the internet has been installed at the Community Center stating this Wi-Fi service will be important in processing changes and providing finalized copies of the By-Laws and Covenants for distribution at the Annual Meeting in June. It will assist the Treasurer, Recording Secretary and other various committee members with performing their services for the SPE Community and usage of this internet connection is also available to all Association Members.

President Page noted that the original vote of the Board to install Wi-Fi had been taken via e-mail and phone and that an official vote still needed to be taken and recorded in the minutes. President Page made the motion to accept the internet service installation at the Community Center at a fee of $54.99 per month, seconded by Board Member Joyce Bilodeau. Motion passed unanimously.

RECORDING SECRETARY - Recording Secretary El Rotsko noted that an addendum to install Wi-Fi at the Community Center had been distributed to the Board and will be included in with the March 11, 2024 Minutes. President Page made a motion to accept the minutes as written, seconded by Vice President Mirisola. Motion passed unanimously (Minutes on file for review).

TREASURER - Treasurer Strazzere reported the March expenses were far under budget. One reason being we have not as yet received an expected annual contract for fertilizer and weed control applications. 

He also anticipated that April expenses will be under budget as well.

Treasurer Strazzere reiterated his request that all Board Members and Committee Chairs forward him estimates for increases including any additional expenses they would like to be included in the budget. 

President Page made a motion to accept the Treasurer’s Report, seconded by Board Member Dave Mulcahey. Motion passed unanimously (Detailed Treasurer’s Report on file for review).

ARCHITECTURE COMMITTEE - Board Member Dave Mulcahey reported to the Board his plan to begin interior renovations at his residence and asked for clarification as to whether or not this work needed to be approved by the Architecture Committee, specifically pertaining to kitchen air venting installation. It was determined that the vent exhaust should have an exterior outlet but did not need the Committee’s approval to complete the project.

BY-LAWS & COVENANTS - The Board conducted a lengthy discussion pertaining to the most efficient and comprehensive process on how to inform our Association members about the submitted changes and revisions to our By-Laws and Covenants for their review, prior to the Annual Meeting.  Although further discussion on this matter will be required, the Board was in agreement that the format needs to be in place as soon as possible.

ELECTION - Co-Chairperson El Rotsko reported that nominations are now open to members who would like to serve on the Board of Directors and that there will be two positions available. Notice of these vacancies will be distributed to all association members. Letters of intent must be received on or before Wednesday, April 17 and can be forwarded to Pamela Milbury @ 15 Ruch Lane. Ballots will be distributed on Wednesday, May 1st and must returned by Wednesday, May 22nd. Ballots will be counted on May 24th.

FINANCE COMMITTEE - Chairperson Joe Strazzere reported that, at this writing, we have no volunteers to conduct an internal audit/internal review of our financial statements.

LANDSCAPING -  Chairperson Clay Feeter and Committee Member Bob Mirisola reported on the status of tree maintenance for the SPE community. After some discussion it was determined that the Board would approve up to a $4000 expense to cover this service. A motion was made by President Page, seconded by Board Member Joyce Bilodeau to accept. Motion passed unanimously. Chairperson Feeter noted he would request from Chase Tree Service an itemized bill detailing this project.

MAINTENANCE - Chairperson Lee Page reported on numerous issues related to storm damage within our community. He has been in contact with handyman Mark Vohnoutka as far as costs and scheduling. 

A full detailed maintenance report is on file for review.

SOCIAL COMMITTEE - Chairperson Deb Strazzere reported that a luncheon at Forgarty’s Restaurant has been rescheduled to Friday, April 12th.  She also stated, due to popular demand,  the next coffee hour gatherings at the Community Center have been scheduled for Monday, April 15th and Monday, May 13th both at 10:00 AM. 

WELCOMING COMMITTEE - Chairperson Pat Mirisola reported that 16 Spring Pond Circle is for sale.

Motion to adjourn meeting was made by Vice President Pat Mirisola, seconded by Board Member Joyce Bilodeau. Motion passed. Meeting adjourned at 8:10 PM.

Sprinkler System Activation

On Wednesday, May 8th (specific start time unavailable) Rainmaker Irrigation will be activating sprinkler systems located on common ground and also for homeowners who have sprinkler systems installed on their property.

Please allow them proper access to your sprinkler system control box.

Nominations are now open to members who would like to serve on the Board of Directors. There are two positions available.

Keep an eye out for water dripping near your furnace


Over the past year or so, at least 5 homeowners in Spring Pond Estates have had a problem with water coming out of the pressure relief pipe in their heating system. It can start with a small drip, but could eventually lead to water in the garage, or even flowing back into the living space.

The root problem was that their water heater expansion tank failed. This can happen over time, and as our original heating systems are about 25 years old, you should keep an eye on it. These small tanks near your furnace can get waterlogged and stop working properly.

Look for any water that comes out of the pipes that are open at their ends and pointing to the floor of your garage. Most of us have several of these open pipes. If you see any water come out, or a puddle of water on the floor, contact D.F. Richard or a plumber to check your system. Some of us keep a small bucket under the pipe and check it once a week or so.
