Monthly Board Meetings are normally held in the Community Center on the second Monday of each month at 6:30 PM.

August Meeting Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION

MONTHLY BOARD MEETING

AUGUST 11, 2025

PRESIDENT - President Lee Page called the meeting to order at 6:30 PM with all Board Members and Officers in attendance.

RECORDING SECRETARY - President Page made a motion to accept the Recording Secretary’s July Minutes as written, seconded by Board Member Bob Milbury. Motion passed with minutes on file for review.

TREASURER - Treasurer Joe Strazzere reported that expenses for July ended well under budget. He added that based on bills paid and received so far, the August budget will also be under budget. Vice President Pat Mirisola made a motion to accept the Treasurer’s Report, seconded by Board Member Bob Milbury. Motion passed with a detailed Treasurer’s Report on file for review.

ELECTION - Board Member Bob Milbury expressed his concern for the shortage of volunteers offering to help with overseeing the management of our Association. He suggested that, come next year’s election, a letter be included in with each ballot advising all thirty-four homeowners that a lack of volunteers representing the Board of Directors and the individual committees could result in the having to contract out an outside property manager, adding an additional financial burden to our Association and its members.

LANDSCAPING - Bob Mirisola spoke on behalf of Chairperson Clay Feeter in his absence. He reviewed several of Chairperson Feeter’s ongoing projects. Some of which included yard work to be completed by homeowners at 11 Spring Pond Circle. He also noted that the previously scheduled walk-through with Lee Tree Service was unexpectedly cancelled by Lee Tree Service. In turn, a walk-through was performed by Burke Tree Service and it was determined that the diseased Cherry Trees should be considered the top priority and to address, noting the total cost of maintaining the entire grounds would be in the vicinity of $5000. After some discussion it was determined that additional quotes should be collected prior to making a final decision on which company to hire. A motion was then made by President Page to authorize $4000 for services to be performed. Motion was seconded by Board Member Bob Milbury. Motion passed. 

All items discussed will be included in an in-depth and detailed Landscaping Report and are available on file for review.

MAINTENANCE - Chairperson Lee Page discussed several items, including numerous projects to be addressed at 23 Spring Pond Circle. He also gave an update on the possibility of having a broadband service installed by Consolidated Communications Enterprise Services, LLC with a final determination to follow.

All items discussed will be included in an in-depth and detailed Maintenance Report and are available on file for review.

SOCIAL - Chairperson Deb Strazzere reported that a Juliet’s Dinner is scheduled for Wednesday, August 20th with a sign-up sheet and details posted at the Community Center.

WELCOMING - Chairperson Pat Mirisola reported that details regarding the sale of 3 and 11 Ruch Lane are still being processed with further updates to follow.

Board Member Bob Milbury made a motion to adjourn, seconded by Vice President Pat Mirisola. Meeting was adjourned at 8:00 PM.

Annual Meeting Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION             

ANNUAL MEETING - JUNE 10, 2025

                                        

PRESIDENT - A special Board of Directors Meeting was held at 6:00 PM to officially appoint the officers who will be representing the Board in the upcoming year. President Page called the Annual Meeting to order at 6:30 PM with all Board Members and Officers in attendance and welcomed back Vice President Pat Mirisola and Board Member Frank McClellan. He also congratulated Bob Milbury on his newly elected position as Board Member.

There was a moment of silence in memory of the recent loss of our neighbor and friend, Sally Hudgins.

President Page then instructed Association Members in attendance to refer to the informational packet that they each received and to use the enclosed meeting agenda as a guideline for following the order of business to be discussed.

He first addressed the following items:

The need for more committee members and Board of Director volunteers, and that if we don’t have enough in-house participation, we will be forced to contract out a property manager which would add a significant financial burden to our Association.

Welcoming to our community, Gail Marshall, Eileen, Barry & Bennie Leibowitz, Athena & Victor Cerulli, Stephen & Lisi Lewis with additional new neighbors to follow.

Reminder to homeowners to clean their dryer vents on an annual basis, adding exterior power washing is the homeowner’s responsibility.

The transfer of deed from Walter Wood to the SPEHOA has been completed.

RECORDING SECRETARY - Board Member Bob Milbury made a motion to accept the June 11, 2024 Annual Meeting Minutes as written, seconded by Anita Haskell. Motion passed with minutes on file for review.

TREASURER - Treasurer Joe Strazzere reminded homeowners that two main components are funded by our HOA Fees, namely Operating Expenses and Reserves. He also reported that this past April, the Board of Directors and the Finance Committee reviewed a detailed draft of his proposed budget and both the Board and the Finance Committee unanimously voted to request the monthly dues be increased an additional $30.00 effective on July 1, 2025.

Treasurer Strazzere then presented two possible budgets : The first with the $30 monthly increase and the second without the increase, along with his recommendation to accept the $30 monthly dues increase.

At that time a motion was made by Bob Mirisola to accept the Treasurer’s budget which included the increase of monthly dues from the current fee of $270.00 per month to $300.00 per month, effective July 1, 2025. Motion was seconded by Bill Bannister. Motion passed with one home voting No and the remainder voting Yes. The detailed budget report is on file for review.

NEW BUSINESS -  President Page discussed the ongoing concerns with the general public using the kitchen and bathroom facilities at our Community Center, leaving the latter in an unsatisfactory condition. He recommended that the Community Center be locked and that each Association Member be provided a key to the main entrance,

After some discussion, President Page made a motion to keep the Community Center locked  with distribution of an individual key to each of the 34 Spring Pond Estates households. Motion was seconded by Joyce Bilodeau. The majority of Association Members present were in agreement. Motion passed.

Meeting was adjourned at 8:50 PM.
