December 14, 2015
The meeting was called to order by President, Sally LeMon.
All members were present.
Secretaries Report
All members had previously received the November minutes.
Motion to accept with no corrections or omissions was made by Gerry Rainforth and seconded by Bob Mirisola. Passed 5-0
Treasurers Report
Anita Haskell gave all members a copy of the November financial report. (See attached)

Landscaping Committee Report
Sue Bannister, chairman gave her report (see attached)
Sally LeMon has asked her to contact Tom Chase to be sure he has not forgotten about the tree at 12 Spring Pond Circle.
The two year contract with Mainly Grass ends at the end of December 2015 and Beth Kaplan is working to evaluate other landscaping company's.
Maintenance Committee Report
Dave Dewey has repaired the crack in the siding at 15 Ruch Lane.
The gutter at 23 Spring Pond Circle has had a piece added to it to help in the drainage. All the gutters have now been cleaned and a blower was used by Patten's men rather than water as requested by Spring Pond Estates Homeowners Association.
Bulbs were changed at the sign and the bulb in the lamp post in the woods on Styles Lane.
A panel to protect the mail box area has been installed by Canvasworks.
Social Committee Report
The holiday party was held on December 13th. No other plans at this time.
Plowing Committee Report
Sally Hudgins will contact John Patten once more for an estimate to use more salt and less sand especially on Spring Pond Circle and will let the Board know.
Old Business
The Board discussed the letter from #23 Spring Pond Circle and a motion was made and passed 5-0 to allow the homeowners to keep their front porch as it is now. There is no reason to replace the railings as there is a cement wall in place which negates the need for a railing.
There will be no scheduled Board meetings in January or February, however should any homeowner have an issue, they may contact one of the Board members. A notice will be posted to notify homeowners.

Update From The Snow Plowing Committee
HAPPY FALL TO,YOU ALL!!!!!!
It is hard to believe that it is time to put out the winter barrel's and stake the roadways and driveways. Let's hope we will not have a repeat of last year.
I have just met with John Patten to outline this year and go over last year. He has apologized for the many issues that happened last year, so let's not go backwards, only forwards.
I will be chairing the Plowing this year with the able help from Diane Kaplan and Loretta Pinson. Should issues arise, please do not contact John Patten. You may call either Diane or Loretta or me and we will see that the issue is taken under advisement and then get back to you when we can. I will be the only contact with John.
We have identified the people who must get out early and John has assured me that they'll do everything possible to accommodate.
All gas tanks have stakes to identify were they are.
I have asked that the large electric boxes in some of the front yards be cleared also.
As in the past, the first area to be cleaned out is the front of the garages and then always the front door when time permits.
They have been instructed to leave a 12 foot clearing in front of the gate at the end of Ruch Lane.
I have contacted Randy Jackson at D.F. Richard to clarify the use of fireplaces should we have a winter like last year and he reassured me again this year as last, that it is perfectly safe to use your fireplace. If you turn your fireplace on and it does not come on, it means the vent is blocked, so, obviously you can't use it. Any questions pertaining to this should be addressed individually with D.F. Richard.
Dryer vents are higher off the ground and the heat from the dryer would melt any snow. Use good judgement with any of these issues.
Salt is not used on driveways. The exception to this, is the hill going up to the homes on Spring Pond Circle where salt and and sand are used.
Let's not forget to check on neighbors and keep an open communication with your plowing committee when issues come up.

All members were present.
Secretaries Report
All members had received October's minutes which were prepared by Gerry Rainforth in Sally Hudgins' absence. Thanks to Gerry for that.
Motion to accept was made by Ernie Wheeler and seconded by Bob Mirisola. Passed 5-0.
Treasurers Report

Architecture Committee
No new requests at this time.
Landscaping Committee
Report on file.
Don Berry has trimmed the weeping cherry trees.Tom Chase has checked the limbs above the roof at 12 Spring Pond Circle and he will do this in December. The cost is $250.00.
Sally LeMon will have Sue Bannister check to see the possibility of removing the tree.
Beth Kaplan is going to speak with Sue for a compete breakdown in the contract with Mainley Grass before seeking the possibility of other Landscaping companies. Our current contract with Mainley Grass is in its last year.
Maintenance Committee
Sally LeMon reported that J&A Electric completed the work at 17 and 15 Spring Pond Circle.
Dave Dewey has been asked to check the cracks at 15 Ruch Lane.
Gutters will be cleaned shortly.
CanvasWorks will be installing a new awning over the postal boxes to help keep out the ice and snow. Drawings and a detail bill are attached.
The gullies around the community have had new rocks added.
Social Committee
Residents are taking a trip on November 13th to Calef's after lunch at Newicks.
The annual holiday potluck and Yankee swap will be held on Sunday, December 13th.
Plowing Committee
Sally Hudgins met with John Patten and we have discussed plowing issues. All homeowners will be given an update.
New Business
It has been suggested that possibly some large boulders could be placed at edge of Spring Pond Circle and Ruch Lane with reflectors for better identification of these areas. No action at this time.
The Board will not meet in December. There is always a Board member should you need to consult on something.

Fall Irrigation Systems Shutdown Friday, October 9th
Proscape will be draining and shutting down all irrigation systems on Friday, October 9th, starting at 9:00 AM, They will begin at 2 Spring Pond Circle and work their way around to all homes.

The monthly Board Meeting was called to order by Sally LeMon, President. All members were present.
Secretary's Report
Minutes had previously been submitted to all Board members. Bob Mirisola asked that the minutes of August, be changed to read "that we speak to the town regarding them posting speed signs along Styles Lane". This change has been made and all Board members notified.
Motion to accept the minutes with the necessary change made, was made by Bob Mirisola and seconded by Gerry Rainforth. Passed 5-0
Treasurer's Report
Report was submitted to all Board members. (See attached) Motion to accept was made Beth Kaplan and seconded by Bob Mirisola. Passed 5-0
Landscaping Committee Report
Report was given by chairman, Sue Bannister (see attached)
Maintenance Committee Report
Sally LeMon reported that a leak in the Community Center on the ceiling resulted from a plumbing issue in 17 Spring Pond Circle and she had spoken to the owner regarding this. No damage noted at this time.
The deck around the Community Center will be power washed by Patten's workers.
Social Committee
A Labor Day pot-luck was enjoyed by residents.
Also, a warm "going away" get together for our own "Get it Done Guy", Ed Collins, was well attended. Ed will be moving away.
Welcoming Committee
Beth Kaplan gave an update. #16 Ruch Lane is the only home currently for sale
New Business
Beth Kaplan reported that she has researched First Aid kits for the Community Center and will purchase and also include a "log-out" sheet to keep track of items used in an emergency so that they can be replaced. The Board will reimburse her.
Sally LeMon reported that she had contacted the Highway Department regarding the speed signs. They will investigate.

Treasurer's Report
The report was given to all Board members by Anita Haskell, Treasurer (See attached) Anita explained the reason for the unusually high sewer bill was because the form for the irrigation use never reached her. In the future she will go directly to the sewer department after Proscape has read the meter. Motion to accept was made by Bob Mirisola and seconded by Ernie Wheeler. Passed 5-0

Maintenance Committee Report
Ed Collins reported he had checked the gutter at 19 Ruch Lane and found it clear. Feels the leak came from the ice back-up from the winter. Still trying to decide the best way to grind and replace the concrete walks in front of the CC and upstairs. The Board feels more investigation is needed concerning this problem. The deck up on the upper level of the CC is quite "squishy" in spots and further investigation is needed for various options on how to fix it. This area needs to be power washed also. Ed also reported one of the package container keys is missing. He will check in the
office to see if there are extras.
Welcoming Committee Report
Pat Mirisola, Chairman reported meeting with both potential new homeowners who will be taking up residence on Ruch Lane. Pam and Bob Milbury will be buying 15 Ruch Lane and Diane and Mike Kleist will be buying 16 Ruch Lane. It was a very successful meeting and she and her committee were thanked.
Old Business:
The letter from the town finalizing our part as to the exit at the end of Ruch Lane is attached with a note from Dave Bridges, Fire Chief, York Beach to the homeowner on Smithfield Lane.
New Business:
See attached letter regarding the change of numbers on both condos in the Community Center. The first floor is 17 Spring Pond Circle and the upstairs condo is 15 Spring Pond Circle.
It has been suggested that we post some speed signs along Styles Lane.
Homeowners Input.
Jane Brown #15 Spring Pond Circle is concerned about safety regarding the concrete issue downstairs outside #17. This will be addressed.
Motion made by Bob Mirisola not to exceed $200.00 for the going away and appreciation gift for Ed Collins. Seconded by Ernie Wheeler. Passed 5-0

Roofing Scam
Please be aware that there is an active scam going around in this area, per the York police.
Someone may call you and claim to be a local roof repairman. They may say that "your Association no longer covers your roof". They claim they will be in the area for a few days. Then they may ask to examine your roof, will find something wrong and attempt to get your credit card information.
This is a scam.
The roofs are still the Homeowner's Association responsibility. And the scammers are not actually local roofers.
Several of our residents have already received similar calls. The York police know about this scam, and ask all homeowners to simply ignore any request to examine the roofs.

July 13, 2015
The monthly Board Meeting was called to order by President, Sally LeMon. Bob Mirisola was absent and all other members present.
Secretary's Report
The Secretarial Report had been given to all members (June 1 and the annual meeting minutes from June 2015) Motion to accept the annual meeting minutes was made by Beth Kaplan and seconded by Gerry Rainforth. Passed 4-0.
The minutes from the June 1st were reviewed and changed to reflect the Boards update. These will be corrected and given to each Board member.
Treasurer's Report
The Treasurers Report was presented by Anita Haskell, Treasurer. Please note the amount $1,001.97 was transferred into the capital account. This amount reflects the amount under budget from 2014-2015 from operating. Anita noted that Dave Dewey has increased his fee to $65.00/hr.
Landscaping Committee Report

Maintenance Committee Report
Letter of resignation from Bill Bannister, Chairman. Bill was recognized for his many years in different capacities on the Board. The maintenance report is on file. Ed Collins reported his information from Marquis Concrete regarding the work that needs to be done on the concrete walks. The quote was $24,000. Ed will continue to seek other ideas and quotes. Sally Hudgins reported that Carolyn Blackmore is waiting for Dave Dewey to return and clean out her gutters.
Welcoming Committee Report
Beth Kaplan reported the meeting with our new homeowner, Elizabeth Furlong who will be moving in after renovations to her unit 17 Spring Pond Circle. She was given her "packet" and has signed all the necessary papers.
Old Business
Sally LeMon met with Code Enforcement Officer, Luke Vigue to discuss once again the issue regarding the Emergency exit at the end of Ruch Lane. They reiterated they are "not empowered to tackle this issue". The deeds were reviewed. The Code Enforcement office is scheduled to write to the homeowner of the property on Smithfield Lane with a copy to our Board on July 13, 2015. SPEHOA must clear the trees or we will be in violation. Luke Vigue stated that all emergency vehicles must be able to get through that exit.
Beth Kaplan will be getting an emergency first aid box to be be attached to a wall inside the Community Center.
Guest Speaker
Our guest speaker was Joe Anderson who manages 2,500 acres of The Land Trust. He gave very interesting information and the report regarding their tasks. The information explaining their relationship and ours regarding the conservation land was discussed and a copy of these documents will be made available for all homeowners and a copy will be in the Welcoming packet.

A moment of silence was observed for the passing of Terry Collins, Jennie MacNeil and Steve Blackmore. Also, Sally Hudgins gave an update on our resident Russ Baker who has been recuperating away from home for nine months and asked homeowners to send a card now and then. She will post his address.

Anita Haskell, treasurer, presented the monthly financial report, capital budget and proposed operating budget for 2015-2016. (All homeowners had copies of these reports). She noted that the mortgage could be paid off in two years if desired. At that time, the remaining mortgage would be $42,000. The current amount in the capital account is $98,000. Motion to accept the proposed budget for 2015-2016 was made by Bob Mirisola and seconded by Dolores Corradino. Passed 20-0. Copies of the reports are on file.
Committee Reports
Architecture
Sally LeMon reported that the driveways at 7 and 9 Ruch Lane have been widened after approval of this committee and the town of York. Also, a privacy fence was erected between 23-25 Spring Pond Circle.
Landscaping
See detailed report on file. It should be noted that there is evidence of a lot of winter kill on the lawns. Also the decision to not spray for ticks because of the expense and no guarantee. The town says they spray every six weeks for mosquito. Patten will be seeding the areas noted and homeowners will be asked to be diligent for watering. Please let Sue know if you notice any wasp or bees nests.
Maintenance
Bill Bannister, Sally LeMon with help from Ed Collins. Review report on file. Bob Mirisola was thanked for installing lattice work around the shed, installing shelves, etc. Dave Dewey, The Get It Done Guy, will be coming soon to review which kick boards need to be replaced or painted, replacement of siding on a few homes and other issues identified. It has been recommended that all homeowners replace their smoke alarms after 10 years.
The dragon fly larvae were lost this year because of the weather and we will receive a refund.
No report from the town regarding the issue with the emergency exit out the end of Ruch Lane. It is the town's responsibility to follow up.
Bill reminded homeowners regarding the cleaning of mold and mildew on the outside of their homes.
Also, we are still working on what needs to be done to repave the walkways at 15a and b and down by the entrance to the Community Center.
We received a letter from D.F. Richard proposing an offer of a fixed price $1.89/gal through April 30, 2016 for your propane gas needs. Current discounts remain in effect.
Election
Janice Schlapak had returns from thirty homeowners for the ballots. She welcomed Beth Kaplan as the newest member of the Board.
Social
Nancy Winograd thanked her committee and asked homeowners for ideas for social events. Her report is on file.

Pat Mirisola welcomed the new residents.
Plowing
Ernie Wheeler announced that we spend $16,000 this winter and he felt this was an excellent price considering the winter we had. Ernie was thanked for his hard work keeping all issues pertaining to plowing and doing this job for many years. John Patten felt Ernie had done a great job communicating with him on issues. Sally Hudgins will be taking over the plowing and homeowners were reminded that they are not to contact John Patten directly regarding issues. Instead, please communicate with Sally Hudgins.

Board Meeting Minutes
April 13, 2015
The monthly Board meeting was called to order by Sally LeMon, Vice-President. President Bill Bannister was absent and all other members were present.
Secretary's Report
Minutes had been previously given to all members. Motion to accept with no corrections or omissions was made by Gerry Rainforth and seconded by Ernie Wheeler. Passed 4-0.
Treasurer's Report
Anita Haskell, Treasurer gave all Board members a copy of the March Financial report. (see attached). No outstanding issues. Motion to accept was made by Bob Mirisola and seconded by Ernie Wheeler. Passed 4-0.
Architecture Committee Report
Sally LeMon and Leander Page met this past Saturday to discuss a request given by Clay Feeter and Joyce Bilodeau to install a fence between 23 and 25 Spring Pond Circle. The committee has requested more information before a decision can be made.
Election Committee Report
Janice Schlapak has given all homeowners the notice regarding openings on the Board.
Maintenance Committee Report
Sally LeMon has been in contact with New England Fence regarding the repair of the fence on the hill by 12 Spring Pond Circle. They will submit a quote which will include repair, replace and paint. Motion made by Bob Mirisola and seconded by Gerry Rainforth to go forth with this repair. Passed 4-0.
Social Committee Report
Brunch at Bintliff's in Ogunquit was held in February and was enjoyed by all.
We will be going for a BB-Q at Charlie Cole's in Lee, NH this Saturday, April 18th.
Plowing Committee Report
Ernie Wheeler reported that John Patten will be coming around at some point to address issues following a very severe winter. Lamp posts are the responsibility of the homeowners, but more information will be forthcoming when other decisions are made.
Old Business
Sally LeMon was been pursuing the issue regarding the end of Ruch Lane with no final decision at this time. There is paperwork attached.
Joe Strazzere attended our meeting and feels that there are not many people using our web site. We will remind homeowners at our annual meeting. We thanked him for this contribution to our web site that he designed.
New Business
Bill Bannister will be the contact person regarding the dragon flies.
Sally Hudgins has made the suggestion that before next winter, it would be a good idea to sit down with John Patten and his foreman or manager to discuss the pros and cons of winter care here at Spring Pod Estates to keep an open and positive relationship going.
Motion to adjourn was made by Sally LeMon and seconded by Bob Mirisola.

Spring Pond Estates Homeowners Association Board Candidates
The two year terms of Bill Bannister, Sally LeMon, and Ernie Wheeler end in June, 2015.
Nominations are now open to members who would like to serve on the Board of Directors.
Three positions are available.
If you are interested, please contact Janice Schlapak, Chairman of the Nominating Committee at (207) 363-6606, or forward a statement of intent to Janice at 4 Ruch Lane, York, ME 03909. If you wish, you may include a brief biography along with the reasons why you wish to be elected to the Board. Provide this information to Janice on or before April 30, 2015. All candidates' names will be placed on the ballot for election.
Ballots will be handed out or mailed to residents by Friday, May 8 and must be returned to Janice Schlapak no later than Wednesday, May 20, 2015.
Ballots will be counted on Friday, May 22, 2015.
And please be sure to mark your calendar with the date of the Annual Meeting: Tuesday, June 9, 2015.
