Annual Meeting Minutes
June 13, 2017


The Annual Meeting was called to order by Sally LeMon, President after confirming that a quorum had been reached of eighteen residents and six proxy votes. All Board members were present except Gerry Rainforth.

A moment of silence was observed for the passing of our longtime residents, Ruth Wheeler, Jean Stewart and Joe Sevick.

Packets had been given to each homeowner with all the pertinent information. Copies of the proposed By-laws/Covenants had been previously mailed or given to each homeowner.

A sign-up sheet was circulated so homeowners could volunteer to serve on a committee.

Sally LeMon, President thanked the many volunteers who have served on the many committees and especially the chairmen.

All the committee chairmen presented their yearly reports (These are on file).

Sally Hudgins, Secretary read the minutes from 2016. Motion to accept with no corrections or omissions made by Jeanette DiSabatino and seconded by Dolores Corradino. Passed 18-0.

Treasurers reports were presented by Anita Haskell. These reports were in homeowners' packets. Monthly report from May, capital report and the 2016-2017 year end report and proposed 2017-2018 budget. After an explanation and no questions, motion was made by Bill Bannister to accept reports and motion seconded by Dolores Corradino. Passed 18-0.

Anita reported that for the first time ever, we are over budget by $2,299.00.

Architecture Committee
Diane Kaplan reported on one requisition from the Milbury's on 15 Ruch Lane for a privacy fence on either side of their patio. All the appropriate paperwork has been submitted to this committee and the request was approved by the Board.

By-Laws/Covenants Committee
Beth Kaplan, Chairman explained that her committee had met many times reviewing the documents. We opened the floor up to questions and comments regarding the proposed changes to the documents. Two key areas that were discussed:

  1. Leasing/Renting
  2. Maintenance of the deck at 2 Spring Pond Circle.

A motion to accept the changes was made and all homeowners voted. Motion did not pass. The vote was as follows - accepted 18 abstained 5.

Prior to revisiting any proposed changes, an attorney will be consulted.

Election Committee
Janice Schlapak reported that 29 ballots had been returned.

Landscaping Committee
Gerry Rainforth, Chairman prepared a detailed report. (Jane Laughton gave this report in Gerry Rainforth's absence.)

Maintenance Committee
Sally LeMon was notified that D.F. Richard has set the cost of propane for the upcoming 2017-2018 time frame. The cost will be $1.75 /per gallon. A copy of this letter is posted at the Community Center.

Eastern Fire Services Inc. from Auburn, ME. inspected the Community Center sprinkler system to determine that it is in working condition.

Due to rot and drainage issues, the deck on the Community Center had deteriorated to the point where it needed to be removed. Red Tail Carpentry was hired by the Board to do that project.

Deck railings at 2 Spring Pond Circle were repainted as requested by the homeowners.

Asphalt Expert Paving Company repaired the depression in the sidewalk at #12 Ruch Lane.

The dragonfly larvae have been put into the Pond for mosquito control.

Social Committee
Nancy Winograd, chairman thanked her committee and asked homeowners for suggestions for upcoming events.

Plowing Committee
Jane Laughton, Chairman presented her report.

Welcoming Committee
Beth Kaplan gave the report in Pat Mirisola’s absence.
No new potential homeowners.

Web Site
Joe Strazzere continues to “run” the website which he designed and encouraged homeowners to view it.

New Business
Sally LeMon, President received some communication from Joe Anderson of the Land Conservation association. Spring Pond Estates Homeowners Association should be getting a letter regarding some issues concerning the ownership of the conservation area.
