Road Crack Sealing - Tuesday, October 17th
On Tuesday, October 17, 2017 at 8:30 AM, RCH Pavement Maintenance Co. will be here to HOT CRACK SEAL the cracks in our parking lot, our driveways and our roads. The crew will start on Ruch Lane where they will seal all cracks. Cars may drive over the repaired areas after a 15 minute waiting period
If you live on Ruch Lane, please have your vehicles either in your garage until all work is completed on Ruch Lane, or parked on Styles Lane. Please do not use the parking lot at the Community Center on October 17th.
Residents on Spring Pond Circle should also plan to have their cars either in their garage (by the time that the crew starts on the Circle), or on Styles Lane, as the complete neighborhood repair procedure will take all day. Again, please do not use the parking lot at the Community Center on October 17th.

The monthly Board Meeting was called to order by Gerry Rainforth and all members were
welcomed. Nancy Winograd was absent. All other members present.
Secretaries report had previously been given to all Board members.
Motion to accept with no corrections or additions was made by Beth Kaplan and seconded by Jane Laughton. Passed 4-0 (report on file)

Irrigation systems will be turned off on October 19th. A notice will be posted.
A form for the reading of the meters was given to Gerry Rainforth for Proscape to read.
Lee Page will purchase a non-toxic product called Burn Out to rid some of the weeds etc. to
help control these at the end of Ruch Lane by the fence. A detailed report is on file.
Long-Range Planning Committee
Beth Kaplan is preparing information for this committee.
Maintenance Committee
Gerry Rainforth and Lee Page met with the owner of RCH Paving to discuss the best way to treat the cracking of all parking lots, driveways and roadways. This crack sealing will be guaranteed for three years with a 5% failure rate on yearly basis does not include sinking cracks or plow damage. This will be done this fall. A detailed report with estimate is on file. Motion to accept this report and quote was made by Frank McClellan and seconded by Jane Laughton. Passed 4-0.(this detailed report is on file with quote)
New Business
A notice has been received from D.F.Richard notifying all homeowners with underground propane tanks that a testing will be done to determine that all tanks are safe and no rust detected. If they determine that there is any rust, the tanks will be removed and replaced by that company and the homeowner would be notified. No date for this inspection has been determined.

We have been informed that York Hospital will not be providing Flu Shorts for members of our community at Spring Pond Estates this year.
Flu Shots will be available at the York Hospital Walk-in Care Center at 343 US Route 1, seven days a week.

Beth Kaplan will be meeting with a committee to discuss what will be the issues to be addressed for the future.
Maintenance Committee
Lee Page has been walking the areas and addressing which driveways will need attention and then he and Beth will be discussing what needs are forthcoming regarding driveways and streets. He has done a detailed drawing of Spring Pond Circle and Ruch Lane showing each one. (On file)

The monthly Board meeting was called to order by Gerry Rainforth, President. All Board members were present.

Secretary's report had been given to all Board members previously. Motion to accept with no corrections or omissions was made by Beth Kaplan and seconded by Nancy Winograd. Passed 5-0.
Treasurer's Report
Anita Haskel, Treasurer explained the monthly report and each Board member was given a copy. Motion to accept made by Beth Kaplan and seconded by Gerry Rainforth. Passed 5-0
Architecture Committee
The Milburys at 15 Ruch Lane asked for permission to repaint their shutters and front door. Accepted.
By-Laws/Covenants Committee
Beth Kaplan will review the current documents and contact Jeff Clark, Lawyer for further advice.
Election Committee
No activity.
Landscaping Committee
Gerry Rainforth and Sue Bannister walked the common area with John Patten to review any issues. A complete report is on file.
Mainely Grass has also been contacted regarding crabgrass.

Maintenance Committee
A house inspection for the new homeowners at 8 Spring Pond Circle has been completed and issues identified with the homeowners.
Beth Kaplan is going to talk with Red Tail Carpentry regarding some loose siding on the Community Center.
Social Committee
Nancy Winograd reminded us that there will be a pot-luck “get together”on Labor Day at the Community Center at 6:30 pm.
No other reports at this time and all reports are on file in the Community Center.

Secretaries report had been given to all members previously by Sally Hudgins. Two corrections were noted and a motion made by Beth Kaplan and seconded by Jane Laughton to accept this report with the additions noted. Passed 5-0

Gerry Rainforth presented her report. John Patten needs to be notified regarding the large cement cover on the corner of Ruch Lane and Spring Pond Circle that needs some attention. Also, Dave Dewey needs to be notified regarding the cement bucket and cement block that needs to be removed from the two residences there. Sally Hudgins will notify him.

Gerry Rainforth has worked on a report identifying issues and this will be a board endeavor to discuss and go forward.
Maintenance Committee
Leander Page discussed the issues that might need attention regarding areas on the driveways and roads. Beth Kaplan of the Ad-Hoc committee asked Leander to join this committee.

No activity currently. Nancy Winograd continues to ask homeowners for suggestions for events.
Welcoming Committee
Beth Kaplan reported that she and her committee had met with the potential new homeowner on June 28th. Her name is Jane Nichols Bishop and is hoping to pass papers on the 29th of July. Beth has updated the appropriate paperwork in this committee's file.
New Business
It was suggested that the lock on the CC office be re-keyed. Gerry Rainforth will contact the locksmith and set a new precedence as to the entrance of the office.
Anita Haskell has asked about having an occasional get-together with friends for an “exerciseyoga” time. She will contact the insurance company that covers the CC for any legal issue.

Annual Meeting Minutes
June 13, 2017
A moment of silence was observed for the passing of our longtime residents, Ruth Wheeler, Jean Stewart and Joe Sevick.
Packets had been given to each homeowner with all the pertinent information. Copies of the proposed By-laws/Covenants had been previously mailed or given to each homeowner.
A sign-up sheet was circulated so homeowners could volunteer to serve on a committee.
Sally LeMon, President thanked the many volunteers who have served on the many committees and especially the chairmen.

Sally Hudgins, Secretary read the minutes from 2016. Motion to accept with no corrections or omissions made by Jeanette DiSabatino and seconded by Dolores Corradino. Passed 18-0.
Treasurers reports were presented by Anita Haskell. These reports were in homeowners' packets. Monthly report from May, capital report and the 2016-2017 year end report and proposed 2017-2018 budget. After an explanation and no questions, motion was made by Bill Bannister to accept reports and motion seconded by Dolores Corradino. Passed 18-0.
Anita reported that for the first time ever, we are over budget by $2,299.00.
Architecture Committee
Diane Kaplan reported on one requisition from the Milbury's on 15 Ruch Lane for a privacy fence on either side of their patio. All the appropriate paperwork has been submitted to this committee and the request was approved by the Board.
By-Laws/Covenants Committee
Beth Kaplan, Chairman explained that her committee had met many times reviewing the documents. We opened the floor up to questions and comments regarding the proposed changes to the documents. Two key areas that were discussed:
- Leasing/Renting
- Maintenance of the deck at 2 Spring Pond Circle.
A motion to accept the changes was made and all homeowners voted. Motion did not pass. The vote was as follows - accepted 18 abstained 5.
Prior to revisiting any proposed changes, an attorney will be consulted.
Election Committee
Janice Schlapak reported that 29 ballots had been returned.
Landscaping Committee
Gerry Rainforth, Chairman prepared a detailed report. (Jane Laughton gave this report in Gerry Rainforth's absence.)
Maintenance Committee
Sally LeMon was notified that D.F. Richard has set the cost of propane for the upcoming 2017-2018 time frame. The cost will be $1.75 /per gallon. A copy of this letter is posted at the Community Center.
Eastern Fire Services Inc. from Auburn, ME. inspected the Community Center sprinkler system to determine that it is in working condition.
Due to rot and drainage issues, the deck on the Community Center had deteriorated to the point where it needed to be removed. Red Tail Carpentry was hired by the Board to do that project.
Deck railings at 2 Spring Pond Circle were repainted as requested by the homeowners.
Asphalt Expert Paving Company repaired the depression in the sidewalk at #12 Ruch Lane.
The dragonfly larvae have been put into the Pond for mosquito control.
Social Committee
Nancy Winograd, chairman thanked her committee and asked homeowners for suggestions for upcoming events.
Plowing Committee
Jane Laughton, Chairman presented her report.
Welcoming Committee
Beth Kaplan gave the report in Pat Mirisola’s absence.
No new potential homeowners.
Web Site
Joe Strazzere continues to “run” the website which he designed and encouraged homeowners to view it.

Sally LeMon, President received some communication from Joe Anderson of the Land Conservation association. Spring Pond Estates Homeowners Association should be getting a letter regarding some issues concerning the ownership of the conservation area.

May 8, 2017
President Sally LeMon called the meeting to order. All Board members were present.
Secretary's Report was previously distributed and was accepted with no corrections or additions.
Treasurer's Report was presented by Anita Haskell. This very comprehensive report, which included a Year End 2017 Projected Budget, 2017/2018 Projected Budget, and a draft of the Capital Budget through the fiscal year 2025/2026 was appreciated. Financial reports are on file. Motion to accept was made by Bet Kaplan and seconded by Jane Laughton.
Architecture Committee
Beth Kaplan presented Chairman Diane Kaplan's proposal for "two white privacy fences to be installed in the spring of 2017". The fences to be installed would be located between numbers 11 and 17 on Ruch Lane. A motion was made by Beth Kaplan and seconded by Ernie Wheeler to approve the request. By-Laws Committee
Beth Kaplan, Chairman of the Committee will make certain that all homes owners receive copies of the RULES AND REGULATIONS and COVENANTS and the accompanying sheet which describes the proposed changes.
Election Committee
A copy of the Proxy Form from Sally Hudgins is included for file. Sally Hudgins will put together an Annual Meeting packet for residents. The packet will include: financial information, agenda, Rules of the Road, Estate Sales, list of Committees and an emergency number form.
Landscaping Committee
Gerry Rainforth, Chairman of the Committee met with Matt Brillon regarding the trees on our property. The report of that meeting is attached.
Maintenance Committee
Maintenance was completed on the walkway depression at number 12 Ruch Lan on 5/5/17. The cost of this repair was $1,350.
Social Committee
Pot Luck Supper! Monday, Memorial Day evening, May 29th.
Old Business
Three Candidates are on the election ballot for 2017. Please vote and make sure that Janice Schlapak receives your vote by Wednesday, May 24th 2017.
New Business
Anita Haskell proposed that an ad hoc committee be appointed to survey the roads and driveways for conditional issues and obtain professional advice on the cost and timing of any work needed. Also suggested was the need for a specific time frame for the committee to perform this task. The information gathered would be included in our Long Range Plan. The Board agreed that we would move forward with this proposal.
Discussion took place regarding the sending of a letter to Joe Sevick's son expressing our condolences again and citing our Declaration of Covenants, Conditions and Restrictions regarding satellite dishes on our homes here. The letter is attached. Motion was made by Ernie Wheeler and seconded by Sally LeMon to mail the letter.
The Town of York conducted a walk-through inspection of our Club House renovation and gave us their stamp of approval.
Residents are reminded to phone DIG SAFE (811) before digging to avoid damage to service lines.

April Board Meeting Notes
Spring Pond Homeowners Association Monthly Board Meeting
April 11, 2017
Secretaries report had been given previously to all Board members. (Report is on file) Motion to accept with no corrections or additions was made by Gerry Rainforth and seconded by Jane Laughton. Passed 4-0.
Treasurers report was presented by Anita Haskell (Report is on file) Anita reported that there were two homeowners who were delinquent with paying their homeowners dues. She asked the Board for advice on how to handle this.
The Board requested Sally Hudgins, Secretary to notify these homeowners by registered mail with return receipt.Motion to accept this report was made by Beth Kaplan and seconded by Jane Laughton. Passed 4-0.

Sally LeMon reported that Dave Dewey has been notified of the siding repairs needed on several homes.
A paving company has been contacted to give an estimate on a repair needed on the asphalt on #12 Ruch Lane.
Beth Kaplan reported that only a pair of shutters is needed to complete the Community Center project.
We are awaiting the York Code Enforcement officer to make a final inspection.

This committee will need to update the packet before interviewing any potential new homeowner.

He will remain in Florida until the summer.

The yearly report of SPRING POND ESTATES HOMEOWNERS ASSOCIATION HAS BEEN FILED WITH THE STATE AS REQUIRED YEARLY. COPY IS ON FILE. Annual cost $35.00. This has been paid.
Treasurers report was presented by Anita Haskell, Treasurer (report is on file). Anita has asked the Board to withhold any work if possible until after May 1, 2017. Motion to accept was made by Gerry Rainforth and seconded by Beth Kaplan. Passed 4-0.

Bylaws/Covenants Committee
Beth Kaplan gave all Board members copies of the updated documents. The committee has been asked to review these and will meet on March 30th at 10:30 AM for a workshop. They will then be brought to the April Board meeting for final approval by the Board.
