December Meeting Minutes

SPRING POND ESTATES HOMEOWNER’S ASSOCIATION

DECEMBER 5, 2023 MONTHLY MEETING


PRESIDENT - President Lee Page called the meeting to order at 6:30 PM. All Board Members were in attendance, including Board Member Frank McClellan via mobile connection.

President Page thanked the elected and volunteer officers representing the SPEHOA for their support and contributions over the past year, extending well wishes to all for a very happy and healthy holiday season.

RECORDING SECRETARY - President Page made a motion to accept the Recording Secretary’s minutes for the month of November with all Board Members in agreement. (Minutes on file for review)

TREASURER - Treasurer Joe Strazzere noted we ended over budget for the month of November due to additional expenses needed to complete Patten Landscaping’s Fall clean-up. He also reported that $1435 was withdrawn from our Reserve Account, at the direction of the Board, in order to pay for a chimney cap replacement at 24 Spring Pond Circle. Motion to accept Treasurer’s Report made by Vice President Pat Mirisola, seconded by Board Member Dave Mulcahey. Motion passed. (Detailed report on file for review)

BY-LAWS AND COVENANTS - Chairperson Beth Kaplan reported on the progress of the By-Law Committee. She noted meetings were being held on a regular basis with the last meeting in 2023 scheduled for 12/11, resuming again in January, 2024. At the February Board Meeting, Chairperson Kaplan stated she plans to submit to the Board the new proposals and revisions for their review and requested these revisions be reviewed by an Attorney who is conversant with the particulars of Homeowner’s Association By-Laws & Covenants. She also proposed that at least two special meetings be scheduled in April to allow for all Spring Pond Estate homeowner’s input prior to their voting on the final proposals at our annual meeting in June.

LANDSCAPING - Chairperson Clay Feeter reported that Wicked Green had offered a 5% discount if the total bill for the Spring season applications be paid in full in advance. After some discussion it was determined that the Board would opt to decline their pre-payment discount offer.

MAINTENANCE - Chairperson Lee Page made a motion to accept the bid from Gutters by Design of Dover, NH to repair the gutters at 11, 15, 16 & 17 Ruch Lane. A motion was made by Frank McClellan, seconded by Vice President Pat Mirisola to go ahead with the project. Motion passed unanimously. He also reported that Life Safety and Fire Protection will conduct their bi-annual sprinkler system inspection on December 11th. (Detailed Maintenance Report on file for review).

WEBSITE - Chairperson Joe Strazzere reported to the Board that someone took the Board Member’s contact info from our website and proceeded to send out scam emails. He explained that this type of scam is referred to as a “phishing attempt”, and that unfortunately it is very common. As a safety precaution, he noted he has removed our contact information from our website and advised all, in the future, to exercise due diligence regarding this matter.

Board Member Joyce Bilodeau made a motion to adjourn meeting, seconded by Vice President Pat Mirisola Motion passed unanimously. Meeting was adjourned at 7:13 PM.

November Meeting Minutes

                                     SPRING POND ESTATES HOMEOWNER’S ASSOCIATION

                                                NOVEMBER 1, 2023 MONTHLY MEETING

PRESIDENT - President Lee Page called the meeting to order at 6:30 PM. All Board Members were in attendance sans Vice President Pat Mirisola. 

President Page reminded the Board that the meeting for December has been rescheduled to Monday, December 4th @ 6:30 PM, stating the Recording Secretary will post the notice for this date change at the Community Center in a timely manner and within the required notification time frame.  He also noted Winter months meeting cancellations will be discussed at the December 4th Board meeting.

RECORDING SECRETARY - President Page made a motion to accept the Recording Secretary’s November minutes as written, seconded by Board Member Joyce Bilodeau. Motion passed unanimously (Recording Secretary’s Minutes on file for review).

TREASURER - President Page made a motion to accept the Treasurer’s report, seconded by Board Member Dave Mulcahey. Motion passed unanimously (Detailed Treasurer’s report on file for review).

LANDSCAPING - Chairperson Clay Feeter reported the Fall fertilizer application has been completed.

MAINTENANCE - Chairperson Lee Page submitted a letter from the homeowner at 24 Spring Pond Circle requesting the roof be repaired, specifically re-flashing the flue enclosure and, in order to avoid future erosion, replacing the capping with stainless steel.

President Page made a motion, upon receiving a detailed estimate on the cost of repairs, said repairs should be completed as soon as possible and that both the roof repair on Spring Pond Circle and the previously addressed gutter repairs on Ruch Lane be paid via the SPEHOA Reserve Fund. Motion was seconded by Board Member Joyce Bilodeau and was passed unanimously (Detailed Maintenance Report on file for review).

PLOWING - President Page noted, in the event of a snow storm, any vehicles parked in the Community Center parking lot will need to be moved so that the plows have clear accessibility to the entire common area.

NEW BUSINESS - Treasurer Strazzere reported that Vice President Pat Mirisola, representing the By-Laws Committee, asked if the Association carried insurance on the Community Center Building in compliance with the terms of the Maine Condominium Act.

Treasurer Strazzere stated that he read the Act and Insurance Coverage documents, and he believed the Association and Community Center building were adequately insured.

He added that the Association is not considered condominiums and thus may not be bound by the Maine Condominium Act, but noted he is neither a lawyer or an insurance expert.

President Page made a motion to adjourn, seconded by Board Member Joyce Bilodeau.

Motion passed and meeting was adjourned at 7:20 PM.

October Board Meeting Minutes

SPRING POND ESTATES HOMEOWNER’S ASSOCIATION

MONTHLY BOARD MEETING MINUTES

OCTOBER 9, 2023


PRESIDENT - President Lee Page called the meeting to order at 6:30 PM with all Officers and Board Members in attendance. 

President Page noted that, with the winter season nearly upon us, he was proposing the meeting dates for the months of November and December be rescheduled in order to accommodate the Board Members who would be not be available to attend the regularly scheduled meetings for those particular months.

President Page made a motion to reschedule the November and December meetings  to Wednesday, November 1st and Monday, December 4th. He also noted cancellation of the January and February meetings would be determined at a later date. The motion was seconded by Board Member Frank McClellan and the motion passed unanimously.

RECORDING SECRETARY - Recording Secretary El Rotsko asked the Board if there were any additions, corrections or revisions to the September 11th minutes. Vice President Pat Mirisola made a motion to accept the minutes as written and was seconded by Board Member Frank McClellan. Motion passed unanimously (Minutes on file for review).

TREASURER - Treasurer Joe Strazzere reported that the expenses for September were under budget and that we had less spent on landscaping but more on maintenance. He also reported that our budgeted $2,016 was transferred to our Reserve Account (Detailed Treasurer’s Report on file for review).

ARCHITECTURE - President Page reported for Chairperson Diane Kaplan that the required forms for installing replacement windows at 4 and 14 Spring Pond Circle had been completed and approved.

BY-LAWS AND COVENANTS - Vice President Pat Mirisola reported for Chairperson Beth Kaplan that the By-Law and Covenants Committee has been meeting on a weekly basis and it was expected that the revisions and updates should be completed by the end of October and ready to be presented to the Board for review. 

LANDSCAPING - Chairperson Clay Feeter reported that Wicked Green had completed their fertilizer spread and he is also in the process of coordinating the weed killer and lawn seed applications with Wicked Green and Patten Landscaping.

He also reported that there is still need for repairs at some locations due to damages caused by the plows during the snow season and that he will schedule a walk-thru in the Spring with his committee members to evaluate which locations still need to be addressed.

MAINTENANCE - Chairperson Lee Page once again addressed several repairs that were completed during the past month. He noted there was an issue with the sensor lights located at the Community Center. He also presented to the Board estimates for the cost of repairing several gutters within the community. After some discussion it was determined that the repairs at 11, 15 and 17 Ruch Lane would be completed now and that the rest of the repairs would be addressed at a later date (Detailed Maintenance report on file for review).  

WELCOMING COMMITTEE - Chairperson Pat Mirisola reported that there will be a six-month rental at 14 Spring Pond Circle beginning in November. 

She also reported that a verbal request was made from 17 Spring Pond Circle regarding allowing a one-month occupancy at that location during the homeowner’s absence.

There was a lengthy discussion regarding this request with some concerns that it could  inadvertently open the door to allowing short-term rentals and/or housesitting throughout the entire Spring Pond Estate Community.

Unlike traditional residential neighborhoods, our Over 55 Community is subject to specific living requirements.

It was therefore determined, by a majority of the Board, that these requirements must be upheld per the Spring Pond Estates Declaration of Covenants, Conditions and Restrictions, Section 2.4-Leases, “No lot may be leased for a period of less than 180 days (6 months).”

In addition, it was also determined that the Welcoming Committee will present the potential Lessee a copy of the Spring Pond Estates Rental Requirements to ensure that they and the Homeowner have been made aware of these requirements. The form will be signed by the Lessee and Homeowner and will be kept on file.

Board Member Joyce Bilodeau made a motion to adjourn, seconded by Vice President Pat Mirisola. Motion passed.  Meeting was adjourned at 7:40 PM.

September Board Meeting Minutes

SPRING POND ESTATES HOMEOWNER’S ASSOCIATION

MONTHLY BOARD MEETING MINUTES 

SEPTEMBER 11, 2023


PRESIDENT - President Lee Page called the meeting to order at 6:30 PM with all Officers and Board Members in attendance.

President Page reflected on this date, 9/11 and the twenty-two years that have passed since that monumental tragedy, remembering those we lost and reflecting on how privileged and fortunate we are today for our freedom.

RECORDING SECRETARY -  Recording Secretary El Rotsko asked the Board if there were any corrections, revisions or additions to the August 14th minutes. Vice President Pat Mirisola made a motion to accept the minutes as written, seconded by Board Member Frank McClellan. Motion passed unanimously (Minutes on file for review).

TREASURER - Treasurer Joe Strazzere presented his report to the Board. He noted that, as a follow-up to Board Member Frank McClellan’s inquiry last month regarding our savings options, $90,000 from our Reserve Account was transferred into a new 12-month CD with an earning of 4.50% APY. He also stated we ended under budget for the month, having spent less on landscaping services. A motion was made by Board Member Joyce Bilodeau to accept the Treasurer’s Report, seconded by Board Member Dave Mulcahey. Motion passed unanimously (Treasurer’s Report on file for review).

ARCHITECTURE COMMITTEE - Vice President Pat Mirisola reported that two homeowners were in the process of replacing windows and addressed whether or not it was necessary for them to fill out forms through the Architecture Committee. After some discussion, it was determined that if it was just a glass replacement the forms would not be required, but if there were structural repairs such as replacing window frames and trim involved, then the filing process through the Committee would be needed.

BY-LAWS AND COVENANTS - Vice President Pat Mirisola noted Chairperson Beth Kaplan has scheduled the first By-Law Committee meeting for September 13th. 

FINANCE COMMITTEE - Chairperson Joe Strazzere reported that the newly established Finance Committee met on August 15th. He reviewed numerous questions and suggestion he had received from the Committee Members. There was also some discussion as to what accomplishment goals would be in the future and that the Committee agreed to meet on an as needed basis rather than a regularly scheduled monthly meeting.

Chairperson Strazzere also read and distributed a copy of the By-Laws, specifically Section 6.2.5 which defines the role and responsibility of the Finance Committee emphasizing, as stated in the By-laws, the Committee will work under the jurisdiction of the SPEHOA Board of Directors.

LANDSCAPING - Chairperson Clay Feeter reported that Spring Pond Estates came through with just minor damages after the recent wind storm. He also reported that he had received an inquiry involving the need for maintenance of the personal garden located at 11 Spring Pond Circle. Vice President Mirisola noted that at the Welcoming Committee meeting the present renter had stated she would be unable to maintain the property herself and that in this particular instance it would be the owner’s responsibility. Chairperson Feeter said he would remind said owner of his obligation.

MAINTENANCE - Chairperson Lee Page re-addressed several issues from last month’s maintenance report. The Community Center repairs have all been completed. The hole at 3 Ruch Lane has been filled.  The gutter repairs at several locations on Ruch Lane are still pending and the walkway flood light at 15-17 Spring Pond is in the process of being repaired (Detailed Maintenance Report on file for review).

SOCIAL - Treasurer Strazzere reported for Chairperson Deb Strazzere that the Labor Day Pot Luck Dinner was a resounding success and that the next community event will be the “Strazzere’s Italian Night”, scheduled for October 7th. Bring your appetite and perhaps a bottle of wine should you be so inclined!

WELCOMING COMMITTEE - Chairperson Pat Mirisola reminded the Board that homeowner’s who want to allow parties not affiliated with the SPEHOA to stay at their locations in their absence must first submit their request to the Welcoming Committee. Once their request is approved, the homeowner and tenant must sign the appropriate forms detailing the specific requirements regarding this transaction.

President Page made a motion to adjourn, seconded by Vice President Mirisola. Meeting adjourned at 7:35 PM.

Tax Relief Programs

You recently received your Real Estate Tax Bill from the Town of York.

In it were a few items related to Property Tax exemptions that may apply to you. To make things easier, we have downloaded the application forms for two of the programs, and put them in the Files tab, above.


Homestead Exemption: The Homestead exemption reduces the property tax bill of all York resident homeowners who apply for the exemption by April 1st and who have owned and lived in their house for the prior 12 months. The exempt amount of $25,000 is deducted from the property's total taxable value.

To download the application, click the Download button next to the Application for Homestead Exemption on the Files tab above.

Once completed, the form must be submitted to the York Tax Assessor's office:

Veteran Exemption: Any York resident who was in active service in the armed forces of the U.S. during a federally recognized war campaign period and, if discharged or retired under honorable conditions, may be eligible for a $6,000 reduction in valuation.

July Board Meeting Minutes

SPRING POND ESTATES HOMEOWNER’S ASSOCIATION

BOARD MEETING MINUTES

JULY 10, 2023


PRESIDENT -  President Lee Page called the meeting to order at 6:30 PM with all Officers and Board Members in attendance.

President Page welcomed and congratulated our newly elected Board of Directors, Vice President/ Board Member Pat Mirisola and Board Members Joyce Bilodeau, Frank McClellan, and Dave Mulcahey.

President Page took time to have each Officer and Board Member give an informative and interesting synopsis of their life experiences, both professionally and personally, prior to joining our SPEHOA community. The blending of each of these diverse backgrounds will undoubtedly be beneficial towards better representing our member’s needs and concerns throughout the coming years.

RECORDING SECRETARY - Recording Secretary El Rotsko presented former Recording Secretary Anita Haskell’s June 12, 2023 minutes for review. Vice President Pat Mirisola made a motion to accept the minutes as written, seconded by Board Member Joyce Bilodeau. Motion passed unanimously (Minutes on file for review).

TREASURER - Treasurer Joe Strazzere presented his Treasurer’s Report for the month of July, 2023 stating our landscaping expenses for June ended under budget. He noted a transfer in the amount of $2,016 was made to our Reserve Account adding a reminder that our Association Fees have been increased to $250 per month. Board Member Joyce Bilodeau made a motion to accept the Treasurer’s Report, seconded by Board Member Frank McClellan. Motion passed unanimously (Detailed Treasurer’s Report on file for review).

BYLAWS/COVENANTS - President Page reported he has contacted Bylaws Chairperson Beth Kaplan regarding scheduling a By-Laws Committee meeting in the near future as there are several outstanding revisions presented by the previous committee members that need to be reviewed.

He noted there are new updates pertaining to our revised Deed for the purchase of our Community Center from Walter Wood, as well as other issues related to that purchase, which also need to be addressed.

FINANCE - Finance Committee Member Bob Stewart requested a date be set for their first meeting. President Page referred his request to Finance Committee Chairperson, Joe Strazzere who stated he will schedule a meeting as soon as his calendar availability allows.

LANDSCAPING - Landscaping Chairperson Clay Feeter noted former Chairperson, Jane Brown had presented him with her reports and files for his review and that, with the help of committee members Fran Hylka and Bob Mirisola, he will report to the Board after they have familiarized themselves with this information.

MAINTENANCE - Maintenance Chairperson Lee Page noted there were several repairs that had been completed and that a detailed report of the completed work will be available for review at the Community Center upon request. He also reported on the need for gutter repairs at four locations on Ruch Lane. He recommended repairs be completed by Sky-High Roofing. A motion was made by Vice President Pat Mirisola to make the necessary repairs, seconded by Board Member Frank McClellan. Motion passed unanimously.

SOCIAL - Social Committee Chairperson Deb Strazzere reported on several upcoming events stating specific details and dates for each event have been posted at the Community Center as well as on the SPEHOA Website.

WEBSITE - Chairperson Joe Strazzere noted 9 articles have been added to the website as well as a copy of our revised Deed, and the updated list of our Committee and Board Members. 

OLD BUSINESS - In answer to a request made at our last meeting, President Page reported that this season’s propane gas prices from D.F. Richard have been posted at the Community Center and our website. 

NEW BUSINESS - President Page reported that in order to keep better tabs on the distribution of Community Center office keys, a new lock is being installed at the office entrance.

President Page reported a notice has been posted at the Community Center regarding the Annual Land Trust Walk scheduled for July 27th and that all Association Members are welcome to participate. 

Homeowner Jane Brown has requested approval to annex from SPEHOA to her unit the interior stairwell leading up to her residence located above the Community Center. President Page stated that once Jane Brown has had the legal documents prepared to transfer the staircase to her, at no cost to the Association, he would bring the documents to the SPEHOA attorney for final review prior to Board approval. 

Motion to adjourn meeting at 7:25 PM made by Board Member Bilodeau, seconded by Vice President Mirisola. Motion passed unanimously.

Next ROMEOs Breakfast - July 12, 8:30am at Norma's

ROMEOs like Breakfast!

ROMEOS meet for breakfast next on July 12 at Norma’s at 8:30 am. Plenty of parking!

August 16th at Lobster Cove at 8:30am. Limited Parking!

September 13th at Molly's at 8:30am. NO parking but bathhouse areas or street spaces!

October we can pick a place and date depending on interest.

Car pooling for August and September will help since it’s still tourist season!

We had 8 in attendance at Rick’s Blue Jay Cafe on Rt 1 in June and everyone had some stories and it was an enjoyable way to start the day.

Minutes from Annual Meeting

 SPEHO ANNUAL MEETING - JUNE 13, 2023


The SPEHOA Annual meeting was called to order at 6:30 PM at which time President Bill Bannister welcomed the homeowners and requested a moment of silence in memory of our neighbors, friends and family members whom we have lost over the past year and will be sorely missed. He also welcomed the new Board members and thanked all the homeowners who have helped by being on the board and serving on committees. He then turned the meeting over to Vice president Rob Milbury. 

Vice president Milbury had some reminders and announcements. Homeowners must provide proof of insurance each year and were asked to sign up for committees and update information for the Phone Directory. Eleanor Rotsko will be the recording secretary. The mortgage for the Community Center has been paid off. The deed for the property surrounding the Community Center was registered with York County, and work on updating the By-laws and Covenants can now proceed.

The minutes from the 2022 Annual Meeting were in the folders for the homeowners to read. The minutes were accepted as written.

Treasurer Joe Strazzere reviewed the annual budget (in the folders), including a Board recommended $20 increase in dues beginning July 1. There were suggestions from homeowners that the increase should be much larger. Joe Krasowski made a motion to accept the budget as presented, seconded by President Bannister. Motion passed with 28 yes and 2 no.

Board member Page reviewed the Architectural Committee Annual Meeting report included in the folder.

Sally Hudgins, By-Laws/Covenants Chair reported that there was no activity this past year.

Election Chairperson reviewed her report which was included in the folders and thanked her committee members. 

The Landscaping Annual report was included in the folders.

Long Range Planning Committee Strazzere reviewed his annual report which was included in the folders.

Maintenance Committee Chair Page summarized his annual report which was included in the folders and discussed some future projects.

The Plowing Report for the 2022-2023 season was included in the folders.

Social Committee Chair Deb Strazzerre called the homeowners’ attention to the Events Flyer included in the folders. She also mentioned that Frank McClellan is organizing ROMEO’s  breakfasts, and Sally McCllellan is organizing JULIET lunches and welcomes suggestions.

Welcome Committee Chair reviewed her annual report which was included in the folders.

Webmaster Strazzerre reviewed the Website Report which was included in the folders.

Vice president Milbury had a personal recommendation that if homeowners hear rumors that they find disturbing, that they should contact a Board Member.

Under New Business, a homeowner asked about a new propane quote from D. F. Richard. A Board member will call and will post the information.  

The meeting was adjourned at 7:40 PM.

Monthly Dues Are Now $250

Increase in Monthly Dues


As approved in our Annual Meeting, the monthly dues will be increased to $250, starting with July's dues.


If you write a check, please just make it out for $250 from now on.

If your bank sends a check, please make sure the amount is changed to $250.

If you have already sent in your July dues, please either send an additional check for $20, or add the $20 to your next month's dues check.


A reminder that, per our By-Laws, dues are expected on the 1st of each month.


Please send in your dues on or before the 1st, so that we can get the money deposited in a timely manner.

June Board Meeting Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION

BOARD OF DIRECTORS MEETING

June 12, 2023


President Bill Bannister called the meeting to order with all Board members present. He reported that the issue regarding ownership of the Community Center has been resolved with the needed signature on the document.

The Minutes of the May Meeting were accepted as read. 

The Treasurer’s Report was accepted as presented (Report on File for review)

The Board, acting as the Architectural Committee, approved a request from the owners of 10 Ruch Lane to change the color of their shutters.

Landscaping Committee Chair Brown reported that Rainmakers suggested that the Irrigation system be reprogrammed to water 5-7 days per week during the hot summer months. Board members will reprogram as necessary.

Long-range Planning Committee Chair Joe Strazzere reported that the Committee has recommended that the Board increase the amount contributed to reserves be increased by 15% per year until 2035, as suggested in the Criterium Engineers “Reserve Study, Alternative Funding Plan 2.” This will be presented as part of the budget during the annual meeting.

Maintenance Committee Chair Page reported on several issues: 1) fixed a problem with a spigot/sprinkling system near the Community Center, working with Matt Zagorianakos of Ever Spring Irrigation.

The Board approved $350 for the permanent fix. 2) will help the owners of 17 Ruch Lane with a bee hive problem. 3) is working to complete work on the entrances to the Community Center building. 4) is still looking for a contractor to repai orreplace some defective gutters

Social Committee Chair Deb Strazzere reported that there is a schedule of events in the folders the homeowners will receive at the annual meeting. She also said the committee welcomes any ideas from homeowners.

Webmaster Joe Strazzere reported that, based on an excellent suggestion from Clay Feeter, we added a tab named “files” to allow residents to download and print Board-approved forms, documents, etc. on their own. It currently contains a form for “Application for Property Tax Stabilizations”, “Architectural Review” forms, and a copy of the “Reserve Study Report”. Anything else that the Board feels would be useful can easily be posted for downloading.

Under New Business, the owner of 17 Spring Pond Circle, who will be selling her unit, had some questions which the Board members were able to answer.

The meeting was adjourned at 7:30 PM.

May Board Meeting Minutes


SPRING POND ESTATES HOMEOWNERS ASSOCIATION

BOARD OF DIRECTORS MEETING

May 8, 2023


President Bill Bannister called the meeting to order with all Board member present.

President Bannister welcomed new Board member Joyce Bilodeau who was selected by the Board (per By-Laws section 3.8 "Vacancies") to serve out the rest of the term of board member Rotsko who resigned April 24.

The Minutes of the April Meeting were accepted as read. 

The Treasurer’s Report was accepted as presented (Report on File for review)

Election Committee Chair Mirisola reported that ballots are ready for distribution with a full slate of candidates for the SPEHOA Board of Directors.

Landscaping Committee Chair Brown reported that Wicked Green did a soil test and determined that our lawns need a large application of lime. More grub control is also needed. The Board approved the additional costs.

Long-range Planning Committee Chair Joe Strazzere thanked the homeowners for their input following the two question and answer sessions. All the inputs will be considered as the budget is being prepared for the annual meeting (Report on file)

Maintenance Committee Chair Page reported on several issues: 1) repaired leaking roof at 9 Spring Pond Circle; 2) looking for a repairman for gutters at several homes; 3) seeking bids for roof/chimney cap at 24 Spring Pond Circle; 4) hired a repairman to replace a large section of siding blown off 12 Spring Pond Circle during a storm; 5) met with someone from Jackson Flooring to repair walkways around the Community Center

Social Committee Chair Deb Strazzere reported the committee will be posting events soon. The first will be a Memorial Day Pot Luck, and there will be a sign-up sheet on the table in the Community Center.

Sunshine Committee Sue Bannister reported that this is her last year on this committee.  There will be an opportunity for other(s) to sign up at the annual meeting.

BOARD OF DIRECTORS MEETING

April 10, 2023


President Bill Bannister called the meeting to order with Board member Milbury absent.

The Minutes of the March Meeting were accepted as read. 

The Treasurer’s Report was accepted as presented (Report on File for review)

In his opening remarks, President Bannister reported that, so far, no homeowner has stepped up to run for the Board. There are three vacancies. 

He also distributed a copy of a letter from our attorney Mark Lawrence to attorney David Ballou requesting a status update. Board member Page will pursue the matter further. 

Election Committee    Pat Mirisola has posted a notice that no one has volunteered for the open Board positions. 

Landscaping Committee Chair Brown presented an invoice from Lee Trees to remove a tree which had fallen in our buffer zone.

Long-range Planning Committee Chair Joe Strazzere reported that the Committee met on March 27 to review the details of the Reserve Study Report and selected April 17 and April 24 at 6:30 to meet with all interested homeowners and answer any questions.

Maintenance Committee Chair Page reported on several issues: replacement of siding at 12 Spring Pond Circle; inspection and repair of a roofing leak at 9 Spring Pond Circle; inspection of leaking drain pipes at 11 and 17 Ruch Lane with a roofing contractor (further evaluation needed)

Social Committee Chair Deb Strazzere reported the committee will be meeting next week to discuss future activities.

Welcoming Committee Chair Mirisola reported that the committee had met with, and approved, a new renter for 9 Spring Pond Circle. She plans to move in on June 1, 2023.

The two-year terms of Bill Bannister, Bob Milbury and Joe Strazzere end in June, 2023.

Nominations are now open to members who would like to serve on the Board of Directors. Three positions are available.

If you are interested, please contact Pat Mirisola, Chairman of the Nominating Committee at 207-752-3214, or forward a statement of intent to Pat c/o Sally Hudgins, 11 Ruch Lane, York, ME 03909. If you wish, you may include a brief biography along with the reasons why you wish to serve on the Board. Provide this information to Pat on or before May 9,2023. All candidates' names will be placed on the ballot for election.

Ballots will be handed out or mailed to residents by Wednesday, May 10th and must be returned to Pat Mirisola at 2 Spring Pond Circle no later than Friday, May 19, 2023.

Ballots will be counted on Saturday, May 20, 2023.

BOARD OF DIRECTORS MEETING

March 13, 2023


President Bill Bannister called the meeting to order with Board member Page absent.

The Minutes of the February Meeting were accepted as read. 

The Treasurer’s Report was accepted as presented (Report on File for review)

In his opening remarks, President Bannister reported that he had spoken with our attorney regarding discussions some homeowners have had with different people at the Town Hall. Some homeowners feel that our designation as an over 55 community isn't clear enough. Our attorney advised that we take no action at this time. Board member Strazzere made a motion to accept the advice of our attorney. Board member Milbury seconded the motion. Motion carried, and the Board voted unanimously to accept our attorney's advice and take no action at this time. 

President Bannister reported that the Architecture Committee approved a request from the owners of 8 Spring Pond Circle, pending no objections from abutters, to replace their two garage doors with a single door.

President Bannister reported that work on revising the Bylaws and Covenants is currently on hold.

Long-range Planning Committee Chair Joe Strazzere reported that the Committee will meet next week to finish their review of the Enhanced Reserve Study and to select dates for meetings with Homeowners prior to the Annual Meeting.

President Bannister reported one maintenance issue: A homeowner has a roof leaking problem. The Maintenance Committee will look into the issue.

There were no additional reports from other committees

The meeting was adjourned at 7:00 PM.

February Board Meeting Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION

BOARD OF DIRECTORS MEETING

February 13, 2023


President Bill Bannister called the meeting to order with Board member Page absent.

The Minutes of the January Meeting were accepted as read. 

The Treasurer’s Report was accepted as presented (Report on File for review)

President Bannister reported that work on revising the Bylaws and Covenants is currently on hold.

Landscaping chair Jane Brown presented an estimate from Lee Tree to remove the tree that had fallen from our buffer zone onto property on Cardinal Lane. The Board approved the request.

She also presented a request from homeowners at 23 Spring Pond Circle to remove a tree and replace it with another tree. The Board voted not to approve the request.

Long-range Planning Committee Chair Joe Strazzere reported that the Final Reserve Study report from Criterium Engineers were printed through Staples. On January 20, the copies were placed in labeled folders for each homeowner. All 34 packets have been picked up, and two homeowners requested and were sent an electronic copy.

The committee will be meeting in March to review the details of the Reserve Study Report and choose the dates in April (and in May if needed) to review the details with all interested homeowners.

There were no additional reports from other committees

The meeting was adjourned at 7:05 PM.

Reserve Study Reports are Here!

Reserve Study Reports are Here


Over the past few months, we have engaged the services of Criterium Engineers to help us in our long term planning.

Back in October, Criterium came to Spring Pond Estates, walked the property with us, asked a lot of questions, took a lot of photos, and wrote down a lot of notes. Since then, we have been working with them to help revise and adjust their information as input to their analysis.

We now have copies of their final Reserve Study Report available for each of you.

Inside the Community Center, you will find one copy for each home with your name on it. Please take only the one belonging to you, since they are rather expensive.

If you would also like an electronic copy, please send an email to joe.strazzere@gmail.com and we'll send you one.

Before the Annual Meeting this year, we'll have a special meeting to go over the findings contained in the report, and talk about what this means with regard to the monthly dues.

January Board Meeting Minutes

SPRING POND ESTATES HOMEOWNERS ASSOCIATION

BOARD OF DIRECTORS MEETING

January 9, 2023


President Bill Bannister called the meeting to order with Board member Milbury absent.

In his opening remarks, he reported that he has been in touch with our attorney again. The document regarding ownership of the Community Center is still awaiting Walter Woods’ attorney’s review and his recommendation for Walter to sign the agreement. He also said he would be more persistent in getting the needed signature.

The Minutes of the December Meeting were accepted as read. 

The Treasurer’s Report was accepted as presented (Report on File for review)

President Bannister reported that work on revising the Bylaws and Covenants is currently on hold and that the Election Committee will be ready for the next election cycle.

Landscaping chair Jane Brown reported that a tree had fallen from our buffer zone onto property on Cardinal Lane, and she will contact Lee Tree to handle the situation.

Long-range Planning Committee Chair Joe Strazzere reported that on December 12, members of the Long Term Planning Committee and Board members reviewed the proposed Study, provided feedback to Criterium Engineers, and received answers and a final version of the Reserve Study. 

Next, the committee will present and discuss the conclusions with the Board and begin the process of budget planning for the next fiscal year.

Maintenance Chair, Lee Page reported that he replaced filters in the Community Center, and DF Richard cleaned the furnace. He is also looking at some potential downspout issues.

Plowing Committee Chair Jane Laughton happily reported we have had no need for plowing yet.

There are no planned social activities at this time.

Sunshine Club chair Sue Bannister is continuing to send out cards

Website Chair Joe Strazzere reported nothing new, and he welcomes suggestions.

Several Homeowners were in attendance to express their recommendations to the Board on how to address issues that are still in the process of being resolved by our legal counsel.

President Bannister recognized their concerns and noted that he would be requesting an expedited resolution to all matters, new and old.

The meeting was adjourned at 8:00 PM.
